 IMPORTANT CABINET DECISIONS OF
THE STATE GOVERNMENT IN THE YEAR--- 2008
24th Dec,2008  The Himachal Pradesh Cabinet approved the draft of the Memorandum of Understanding to be signed between the Governments of Himachal Pradesh and Punjab to execute construction of 67.7 kms. long four to six lane  Expressway, with provision upto 10 lane expansion,  originating from Chandigarh, passing through upcoming Mohali International Airport and terminating at Baddi to connect the entire industrial area of Baddi, Barotiwala and  Nalagarh etc.  with Chandigarh and International Airport at Mohali.
  It has been decided to make it mandatory to Patwaries to remain available to general public of the area in their respective patwar circle office on every Monday, Wednesday and Friday of every week.  They shall be required to write on the notice board outside their office about their tour programme on other working days with a view to verify their availability at other places. Senior revenue officers would  be touring and inspecting the respective patwar circles under their jurisdiction on other days of the week.
It consented to revive the extra-ordinary leave scheme with the prior permission of the Chief Minister, for the benefit of the technically and professionally qualified officials of the state government to explore possibilities of employment etc. in private sector within and outside the country.
The Himachal Pradesh Cabinet also approved in the remuneration/ honorarium to It approved filling up of 125 posts of clerks in the Department of Education and 100 posts of trained patwaries in different districts on contract basis.
It allowed pro-rata pension and retirement gratuity benefits to the employees transferred from Forest Wing of Municipal Corporation, Shimla to State Forest Department.
It has been decided to name the ambitious Rs. 154.92 crore Poly House Project  as "Pandit Deen Dayal Kisaan Baagwan Samridhi Yojna' and encourage farmers of the State adopt poly house farming for cultivation of cash crops in a big way.
It approved amendment in the Guidelines for Recruitment of Aanganwari Workers/Helpers by incorporating provision to determine separation date from the family at the time when recruitment process starts for the same.
Cabinet consented to reduce the freight charges from existing Rs. 4.5 per additional 10 kgs. to Rs. 3.00 for different types of cotton yarn (except woolen yarn) by amending the Himachal Pradesh Passenger and Goods Tax Act, 1955.
It decided to constitute a Committee under the Chairmanship of Chief Secretary with Principal Secretary Finance,  Secretary Law, Secretary Personnel as members and Principal Secretary AR as its Member Secretary to frame uniform norms for creation or upgradation of the posts of Superintendent Grade-I and Grade-II in various government departments.
It approved creation of one post of driver and two posts of chowkidar in Environment and Pollution Control Department to be filled up on secondment basis from amongst the AIPL employees.
It decided to permit leasing out of 34.18 bighas of government land @ Rs. 1.00 lakh per bigha and obtain consolidated amount of Rs. 34.90 lakh for the same from M/S Accent Hydro Limited to pave the way for execution of 4.5MW Mini Hydel Project at Milan in district Kinnaur.
It sanctioned new vehicle on replacement basis one each to Divisional Commissioner, Mandi, Additional District Magistrate, Spiti at Kaza, Director of Dental Services and two vehicles for Excise and Taxation Department.
 
12th Dec,2008 The Himachal Pradesh Cabinet in its meeting held at Dharamshala today decided to recruit 1,611 Junior Basic Trained (JBT) teachers passing out of different District Institutes of Educational Training (DIETs) of the state during the academic session of 2006-08, as and when the vacancies occur. 
Cabinet accorded its approval to enhance the honorarium of Cutting, Tailoring and Embroidery Teachers, employed in 2,865 Gram Panchayats of the State from existing Rs. 900 per month to Rs. 1100 per month providing them monthly enhancement of Rs. 200. 
It decided to grant one time recognition to the Art and Craft Courses, OTs, LTs and Shastries who were admitted to the Extension Centres of the recognized Universities and Deemed Universities of the country during the academic sessions of 1.6.2001 to 31.8.2005 as per the recommendations of the University Grants Commission.
It also decided to amend the Recruitment Policy relating to the Water Carriers serving in Elementary Education and Higher Educational Institutions and fill up emerging vacancies as per the Recruitment Policy of 27.7.2001 through the respective Gram Panchayat or Nagar Panchayat.  Water carriers fulfilling eligibility criteria shall be given preference in recruitment against the future vacancies of peons and chowkidars in different educational institutions. 
It sanctioned creation of seven posts of different teaching and           non-teaching categories to make the newly upgraded Government Senior Secondary School, Pipaliwala, so as to make it functional.  Two posts of Peons have also been sanctioned in the HP Electronics Development Corporation. 
 
9th Dec,2008 The Himachal Pradesh Cabinet in its meeting held here today approved amendment in the Himachal Pradesh Panchayati Raj (Election) Act, 1994 by incorporating the provision of convening subsequent meetings after initial two meetings to elect Chairmen and Vice Chairmen of Zila Parishads and Panchayat Samities.  In case of non-filling up of the vacancy resulting due to no confidence motion or indirect elections of the Chairmen and Vice Chairmen of Zila Parishad and Panchayat Samities due to incomplete quorum of the house, punitive action shall be initiated against the public representatives absenting themselves from the election proceedings.
It approved amendment in the Town and Country Planning Act, 1978 to regularize the unauthorized constructions only in residential accommodations carried upto 30th June, 2006.  Applications can be made to Director of Town and Country Planning upto 28th February, 2009 which shall be decided by 30th June, 2009 by the competent authority.
It further approved the proposed Guidelines under Appendix-I of Rule 10-A and 10-B of the Himachal Pradesh Town and Country Planning Rules, 1978, for development of Information Technology Park in Waknaghat Planning Area in District Solan.
It consented to place the Eternal University (Establishment and Regulation) Bill, 2008, in the coming Himachal Pradesh Vidhan Sabha Session to replace the Eternal University (Establishment and Regulation) Ordinance, 2008 and Chitkara University (Establishment and Regulation) Bill, 2008 by replacing the Chitkara University (Establishment and Regulation) Ordinance, 2008.
 It approved creation of 20 supernumerary posts of Superintendant Grade II in H.P. Secretariat to provide additional promotional avenues to the Secretariat employees.
It approved amendments in Recruitment and Promotion Rules for the Posts of District Public Relations Officers/Information Officers (Class-I Gazetted) in the Department of Information and Public Relations; Lecturer (College Cadre) (Class-I Gazetted) in the Department of Higher Education, Himachal Pradesh.
Cabinet approved relaxation in the Recruitment and Promotion Rules of the teachers of Government Medical College and Government Dental College by allowing one time relaxation in the probation period who otherwise fulfill desired experience and eligibility criteria for promotion as prescribed by the Indian Medical Council/Indian Dental Council to fill up the existing vacancies and also exempt the teachers of the Government Dental College from the condition of qualifying Departmental Examination.
It approved the amendment in the Himachal Pradesh Public Record Act, 2006 to incorporate provision of management, administration and inspection of the record of the various departments of the State Government, Public Sector Undertakings, Constitutional Bodies and Corporations, Commissions and Committees constituted by the State Government etc. having historical value, by the Department of Language,Art and Culture, Himachal Pradesh.
It also approved transfer of land measuring 1017.50 square meters for the construction of the Police Station at Santokhgarh in district Una.
It sanctioned three vehicles one each for Block Development Officers of Pangi, Bharmour and Kaza and two vehicles to Information and Public Relations Department on replacement basis.
The cabinet was apprised through a detailed presentation by the Principal Secretary, Rural Development about the implementation of various programmes under NREGA in the State.

26th Nov,2008 With a view to strengthen the office of Advocate General, Himachal Pradesh with adequate manpower to represent the State Government in various Courts of Law more effectively, the  Himachal Pradesh Cabinet in its meeting held here today sanctioned three posts of Assistant Advocate General and also upgraded a post of Law Officer to Assistant Advocate General so that all pending cases are expedited promptly. 

Cabinet consented to filling up of 8 posts of different non-teaching categories to strengthen the manpower in the Government Ayurvedic College and Hospital, Paprola in district Kangra.

It agreed to name the Community Health Centre, Tauni Devi in district Hamirpur after Dr. Lashkari Ram and it would henceforth be known as Dr. Lashkari Ram Community Health Centre, Tauni Devi.
It also approved Recruitment and Promotion Rules for the post  of Director, Atal Behari Vajpayee Institute of Mountaineering and Allied Sports, Manali.

The Himachal Pradesh Cabinet in its meeting held here today accepted the recommendation of the Committee of the Secretaries constituted under the Chairmanship of the Chief Secretary to examine the issue relating to allotment of Jangi Thopan – Powari Hydel Project to M/S Brakel Corporation NV.
The recommendations of the Committee of Secretaries were perused by the Cabinet and the following was noted in this context by the State Cabinet:-

The previous Government had created infirmities in the bid document whereby the lead member of the bidding consortium was not required to have any substantial financial standing.

When M/S Brakel Corporation NV made the tender bid  alongwith its consortium partner, the previous government knew that M/S Brakel as the lead partner, did not have any financial strength.  Even then, it overlooked this aspect and on the basis of one partner in the consortium i.e. Standard Bank, the financial strength marks were awarded even though no definite commitment of equity participation was made by the Standard Bank.

Cabinet further noted that the previous Government continuously allowed M/S Brakel to delay the required deposit of Up-Front premium.  Further, contrary to the State Policy, the previous Government agreed to subject the proposed Implementation Agreement to International Arbitration which was completely against State interest.

Cabinet noted that the present Government firstly got M/S Brakel to agree that dispute would not be subject to International Arbitrations.  Secondly, it imposed penalty of interest on M/S Brakel for delay in payment of the required  Up-Front Premium of Rs. 173.42 crore.  Thus alongwith this Up-Front Premium of Rs. 173.42 crore the company was also made to deposit Rs. 20.64 crore as interest for delay payment.

Cabinet further noted the advice of the Law Department and the views of the Committee of the Secretaries that because the previous Government had consciously overlooked the infirmities in the bidding process of M/S Brakel, and because legally a successor Government cannot put the blame for said infirmities now on M/S Brakel, it would now not be legally possible to back out from the allotment made by the previous Government, especially since in the eyes of law the contract has been established with the payment by M/S Brakel of the Up-Front and penal interest imposed by the present Government.

Keeping in view therefore the specific view of the Law Department and the views of the Committee of Secretaries constituted by the Cabinet in the matter, it was decided not to cancel now the allotment of the project made by the previous Government.  However, Cabinet desired that HPSEB would need to change its bid document as well as technical evaluation procedure in future so that it does not allow financial bids to be opened of such parties which cannot display the required financial strength.

It decided to permit Art and Craft Teacher, P.T.I. and Library Science only after obtaining clearance by the National Council for Teacher Education.  It decided to permit Ayurveda Pharmascists course by SCVT Institutions only after obtaining No-Objection Certificate from the State Ayurveda Department and approval of Central Council for Ayurveda.  Ayurveda Department will be required to be associated at the time of inspections, formulation of syllabus and examination etc.    Courses in Pump Operation and Maintenance, Motor Winding and Electric Wiring, Beautician, Multi Purpose Mechanic (Electronics and Electricals), Light Motor Vehicle Driver-cum-Maintenance Mechanic-LMV and Plumbing and Sanitation shall be permitted only after obtaining approval from the National Council for Vocational Training.  Courses in Mass Communication, Hotel Management and Hospitality Services, Tourism and Travel, Marketing and Advertising, Pump Operation and Maintenance and Textile Printing and Deying shall be permitted to be conducted after associating the concerned department for the purpose of inspection, syllabus and examination.  All institutions shall be inspected again as per the norms prescribed with regard to staff, infrastructure and syllabus, etc. by a team of officers of the Department of Technical Education and the concerned departments having expertise in the field and the Committee will ensure fulfillment of the norms and will also be responsible for any shortcomings.

Cabinet agreed to extend the Power Purchase Agreement entered into with M/S Power Trading Corporation of India Limited for next two years to be effective from 1st November, 2008 to 31st October, 2010 and authorize the Principal Secretary (MPP&Power) sign the Agreement afresh.

It approved a new Policy for admission to Post Graduate Degree and Diploma Courses in Government Medical Colleges of the State and decided to reserve 50 percent quota in such Courses  for GDOs/Contractual Doctors. Another Policy to select Senior Resident and Resident Doctors in the Government Medical Colleges was also been approved in supersession of the existing Recruitment and Promotion Rules of the Registrar/Demonstrator.  Only Post Graduate Doctors possessing the qualification recognized by the Medical Council of India will be eligible for selection as Senior Residents and other Post Graduates and MBBS Doctors will be eligible for selection as Resident Doctors.

It approved amendment in the Himachal Pradesh Panchayati Raj (General) Rules, 1997, incorporating provision of direct election of Up-Pradhans of Gram Panchayats by the Members of the respective Gram Sabha, instead of the prevailing practice of  indirect elections. It also designated Appellate and Review Authority at Sub Division Level instead of Director of Panchayati Raj, Himachal Pradesh, with a view to facilitate the representatives of Panchayati Raj Institutions with such facilities near to their Gram Panchayats and get their grievances redressed locally.  Provision has also been made to weed out the old and irrelevant record of the Gram Panchayats which so far was being preserved.

It consented to grant permission for purchase of land under the provisions of  Section 118 of Himachal Pradesh Tenancy and Land Reforms Act, 1972, for construction of Flats by the IGMC Doctors Cooperative Housing Society Limited, and transfer of 0-61-82 hectares of government land at village Bhated Khas in Sub Tehsil Bharwain in District Una in favour of Radha Swami Santsang Beas Kalu-Di-Bad Centre in exchange of private land.

It decided to remove the anomalies in the Resin (Crude Pine Gum) and Khair fix rates to bring it in line with the VAT regime.

It approved the sale of 254 square meters of land owned by Nahan Foundary Limited,  at Daurala in District Meerut (UP), to M/S Daurala Sugar Works.

It granted one time relaxation in the upper age limit from 28 to 33 years in respect of Himachal Home Guard Volunteers for recruitment as Warder in the Jail Department against the existing vacancies.

Cabinet approved the terms and conditions of appointment of Dr. Jai Krishan Chauhan as Member of HP Subordinate Service Board.

Cabinet approved replacement of the post of Deputy Inspector General (Prisons) with Senior Assistant Inspector General; upgradation of one post of Assistant Registrar to Joint Controller in HP Public Service Commission; filling up of one post of Medical Officer in Dr. Y.S.Parmar University of Horticulture and Forestry on secondment basis; 10 posts of different categories in Chaudhary Sarvan Kumar University of Agriculture, Palampur; 5 posts of secretaries and 5 posts of Agriculture Development Officer (Seed) in H.P.State Agricultural Marketing Board; 9 posts of teaching and non-teaching categories for 3 newly upgraded middle schools.

It also approved various documents for placement before the HP State Legislative Assembly during the Winter Session scheduled to be convened from December 11 to 17, 2008 at Tapovan near Dharamshala.

It approved amendment in the Himachal Pradesh  Courts  Bill, 1976, as per the fresh proposal of the Hon'ble High Court of Himachal Pradesh.

It approved Recruitment and Promotion Rules for the post of Head of Department (Applied Sciences and Humanities) in the Department of Technical Education and Industrial Training.

 
12th Nov,2008 Himachal Pradesh Cabinet in its meeting held here today  approved the Himachal Pradesh Building and Other Construction Workers (Regulation of Employment and Conditions of Services) Rules, 2008, framed by the Labour Department to give effect to the Central Act.  This will be a land mark decision and will go a long way in ensuring safety, health and welfare measures to the construction workers.  The Rules will be applicable to all establishments engaged in construction activities employing 10 or more workers undertaking construction including private buildings valued at over Rs. 10 lakhs.  All construction workers in the age group of 18 to 60 would be brought under the provisions of  the Rules.  A State Welfare Board will be constituted to monitor the implementation of the Act.  A cess of one percent would be levied to undertake welfare activities of the workers and include benefits like pension, group insurance, financial assistance in case of accidents, major ailments, maternity benefit for female employees and loans for construction of houses and financial assistance for children's education etc. and their working conditions would be regulated by competent authority to ensure safety of workers.
It unanimously decided to recommend to the Speaker Himachal Pradesh Vidhan Sabha to convene the 4th Session of Himachal Pradesh Legislative Assembly (Winter Session) from December 11 to 17, 2008 at Vidhan Sabha Complex at Tapovan, near Dharamshala.
It decided to constitute Forest Police Stations (Van Thanas) to protect the invaluable forest wealth, flora and fauna and to keep strict vigil over the illicit felling and smuggling of the forest wealth.  All such Forest Police Stations shall be headed by a Block Officer supported by 5 to 6 forest guards and 3 to 4 forest workers clad in prescribed 'khaki' uniform with 'Van Thana' inscribed on their arms. They would conduct joint patrolling  and function under the overall control of Forest Range Officer
It approved introduction of Heli Taxi Services in Himachal Pradesh with a view to give boost to quality adventure tourism infrastructure creation by permitting the Tourism and Civil Aviation Department to invite Technical and Financial bids for introduction of Tourist Helicopter Services in the State.
It approved a guarantee of Rs. 300 crore in favour of the Himachal Pradesh State Agriculture and Rural Development Bank Limited to float the loan bonds for the year 2011-12. This would benefit the members of farming, horticultural and working communities in availing of more liberal loan facilities to improve their economic condition as also assist the unemployed educated youth to start their self-employment ventures.
It approved extension in the completion of the Shah Nehar Project Division Ghandran upto March, 2010.
Cabinet approved Amendment in the Himachal Pradesh Cooperative Societies Act, 1971 to give renewed momentum to the Cooperative Movement in the State.
It also approved the amendment in the recruitment procedure of the Aanganwari Workers/Helpers under the Integrated Child Development Services Scheme and allow validity of the appointment of selected Aanganwari Workers/Helpers 45 days beyond the final decision in any such case by any Court of Law.
It decided to regularize the services of Non-B.Ed.  contract school cadre lecturers, by granting relaxation in the B.Ed. qualification condition applicable for the regularization of their services in  favour of those who have completed eight years of continuous service, as on 31st March, 2008, All such teachers will qualify for next increment and promotion only after acquiring the prescribed B.Ed. degree.
It decided to grant one time relaxation in favour of 17 Agriculture Extension Officers for the promotion to the post of Agriculture Development Officer possessing B.Sc. (Agr.) degree under 10+2+3 system from any recognized University outside Himachal Pradesh.
It further sanctioned 36 posts of different categories to make the 3 newly upgraded government senior secondary schools functional and sanctioned two posts of clerks in the Transport Department under 3 percent reservation quota to the outstanding sportsmen.
It approved filling up of vacant posts of Drivers in the Department of Information Technology HP State Women Commission, from amongst the surplus pool of the HP State Forest Corporation and in case of non availability by direct recruitment.
It also approved appointment on contract basis of 74 temporary Class-IV employees in the Department of Technical Education, Vocational and Industrial Training; one post of driver for HP State Women Commission to be filled up from amongst the surplus pool of drivers.
It also approved upgradation of the post of Deputy Director in Tourism and Civil Aviation to Joint Director.
It approved enhancement in the import duty of the beer from Re. 1.00 to Rs. 2  per bottle of 650 mls. and permitted issuance of License B-1 for setting up of Craft Beer Plant at Gagret in district Una by M/S TVB Craft Breweries.
It also sanctioned one scorpio and two bolero vehicles to the Directorate of Higher Education for more frequent mobility.
It approved Recruitment and Promotion Rules for the post of Manager and Deputy Manager in the Department of Information Technology.
 
3rd Nov,2008 In fulfilment of the commitment of the State Government towards strengthening of the agriculture and horticulture sectors, and to protect the interests of the fruit growers, the State Cabinet today decided to enhance the procurement price of citrus fruits under Market Intervention Scheme by  Re. 0.50 per kg. for implementation between the period from 20th November, 2008 to 14th February, 2009.  Due to increase in the price index and pressing demand of the growers the State Government has decided to procure 'Fair Average Quality' citrus fruits, Kinnow, Malta, Orange and Galgal at a rate of Rs. 5.85 and Rs. 5.25 per kg. for B and C Grade fruits respectively, and Galgal  at Rs. 4.15 per kg., from the growers.  HPMC and HIMFED would be the procurement agencies.  Procurement would be made from the orchardists possessing Horticulture Card. No fruit will be procured from the contractors.  52 Fruit Procurement Centres would be set up.
The Cabinet agreed for setting up of Thermal Power Plant, preferably based on Biomass, in the state for captive use purposes. The HP State Electricity Board shall be having the first right to purchase surplus power from such plants.  It has also been decided to levy Environment Cess on such plants which shall be determined by the State Government separately.
In view of the providing relief to the dependants of the state employees who have expired while in active government service and clear the pending cases of compassionate appointments in various departments and public sector undertakings, it decided to reserve 5 percent Class III and IV posts in various departments under Direct Recruitment Quota for the compassionate appointments.
It decided to amend the Recruitment Procedure and physical efficiency test for the recruitment of female constables in the Himachal Police, and further approved one time age relaxation to Home Guard Volunteers from 28 years to 33 years for filling up  the backlog vacancies reserved for Home Guards of constable in the State Police.
The Cabinet sanctioned 240 posts of different categories in different departments and Public Sector Undertakings.It approved implementation of the 'Group Superannuation Pension Scheme' for the employees of HIMUDA through Life Insurance Corporation of India, to be made effective from 31st March, 2008.
Cabinet agreed to increase the MBBS seats in IGMC, Shimla, from existing 65 to 100 and also increased 9 seats in Post Graduate Courses.  It also sanctioned 45 posts of different categories to meet the increased demand of teachers and supporting staff.  It further decided to increase 11 seats in the Post Graduate Courses in  5 different departments of the Dr. Rajendra Prasad Government Medical College, Kangra at Tanda and sanctioned 12 posts of teachers to shoulder the additional teaching responsibility.
It granted one time relaxation in Recruitment and Promotion Rules  for filling up  50 percent of the posts of Assistant Professors by promotion in IGMC and Dr. Rajendra Prasad Government Medical College, Kangra at Tanda from amongst the joint roaster of the  GDO category.
It approved empanelment of 25 Article Assistants to speed up the disposal of audit work of various government departments. 
It approved amendment in the nomination procedure of the Members in the  State Level Rogi Kalyan Samities to include the name of the respective Deputy Commissioner or its nominee constituted under the HP Health and Family Welfare Department.
It consented to revive the post of Engineer-in-Chief (Quality and Control) in the Department of Public Works for a period of two years.
It sanctioned 15 posts of various categories for making 50 bedded Civil Hospital, Tauni Devi in District Hamirpur, operational; 2 posts of Investigators in Economics and Statistics Department; 53 posts of different categories in the Himachal Pradesh State Pollution Control Board; 26 posts of various categories to strengthen the 100 bedded Civil Hospital, Paonta Sahib in district Sirmour with adequate operational manpower; 11 posts of various categories for making the State Level NREGA Cell functional.
It consented to grant one time relaxation in educational qualifications for appointment of Technical Assistants in Panchayati Raj Department.
It approved regularization of 15 contractual Computer Operators in Himachal Pradesh State Electronics Development Corporation Limited.
It decided to make 15 newly upgraded High Schools functional and sanctioned 60 posts of various categories.
It granted ex-post facto approval to extend the date of filing Annual Return by dealers for the year 2007-08 from 31st October, 2008 to 30th November, 2008 under the Himachal Pradesh Value Added Tax Rule, 2005.
It sanctioned 10 light motor vehicles, one motor boat and 6 motor cycles for enforcing mobility of the police personnel in carrying their law and order responsibilities more effectively.
 
18th Oct,2008 The Himachal Pradesh Cabinet approved release of 5 percent Interim Relief to the State Government employees from October, 2008, payable from November, 2008 and 10 percent enhancement in the existing Social Security Pension of Rs. 300 per month,  to all eligible categories to be made effective from January 1, 2009.
The cabinet gave its approval to the policy of allotment  of self-identified power projects in the State upto 25 MW. 
The cabinet directed the Power Department to follow “Single Window Clearance System” for obtaining speedy clearance for the IPPs from various agencies/ departments.
It approved allotment of 60 MW Tidong-II HEP to the Himachal Pradesh Power Corporation Limited with the condition that the State Government shall not stand guarantee or release any subsidy.
Cabinet decided that in all those cases where Upfront Premium amount has been received but orders for enhancement of capacity have not been issued, the enhancement will be allowed under the New Policy of 3 percent additional royalty only.  However, the Upfront Premium received will be treated as ‘Security Deposit’ and will be refunded to IPPs without any interest after commissioning of power projects.
It approved leasing out of government land to 100MW Sorang Power Project in district Kinnaur at the rate of Rs. 1.00 lakh per bigha.
The cabinet approved to start a new “ Environment Fund” in the State. Voluntary donation  to this Fund will be accepted by the Government. All the members of the Cabinet decided to contribute Rs. 100 per month from  their salary to this Fund.
It granted approval for the filling up of  170 posts of different categories in various departments and Corporations. This includes 41 posts of teaching and non teaching categories in the Education Department; 46 in HP Power Transmission Corporation to be filled up on secondment basis from HPSEB and other departments; 75 posts of various categories in Public works Department, 5 posts for Police District, Baddi and 3 posts of teachers in the CSK University of Agriculture, Palampur.
It approved revision of cement transportation rates for lifting the same to various destinations of government departments and public sector undertakings.  Flat rate of Rs. 20.80 per quintal shall be applicable for 0 to 40 kms. against the existing rate of Rs. 16.72; Re 0.52 per quintal per kilometer shall be applicable for both ACC and Gujrat Ambuja Cements Limited for the distance ranging between 0 to 100 kms. against the existing rate of Re. 0.46.  The transportation rate from factory to Shimla and beyond shall be calculated as per actual distance covered through actual route i.e. through Shimla bye-pass, at the rate of Re. 0.44 per quintal per kilometer for the distance ranging between 0 to 200 kms. and Re. 0.42 for the distance from 0 km. to 201 kms. and above.  The rate agreed upon will be applicable from 16th September, 2008 to 30th September, 2009. 
It also granted its approval for the regularization of only  B.Ed. qualified contract lecturers and teachers   under the control of Higher Education and Elementary Education Department  who have completed a minimum of eight years service on March 31, 2008.
It decided to include former Prime Minister, Deputy Prime Minister,  Leaders of Opposition in Lok Sabha and Rajya Sabha and Chief Justice of Supreme Court in the list of State Guests under Himachal Pradesh State Guests Rules, 1990, Category-I.
Cabinet gave its approval to the amendments to the rules made under Himachal Pradesh Tenancy and Land Reforms Act, 1975 for simplifying the procedure for transfer of land to industrial units so as to give  boost  to industrial investment in the State.
It accorded sanction to make the newly created Police District Baddi functional for the industrial areas of Baddi-Barotiwala-Nalagarh with headquarters at Baddi.
It also decided to take over the services of three eligible teachers of the 95 percent State Government funded High School, Manoh Sihal under State control. It was also decided that in future no new school will be opened where 95% aided school is functioning.
It granted its approval for the renewal of the Group Personal Accident Insurance Scheme for the employees of the State Government  at the same premium as last year .
It accorded approval to the New Policy for training of  para-medicals in lab technology and radiology.
It granted approval to allow decoration of three stars by the Forest Rangers, two stars by the Deputy Forest Rangers and one star by the Senior Forest Guards on their official uniforms.
It gave its consent to sign a tripartite Supplementary Memorandum of Understanding between the State Government, Vivekanand Medical Research Trust, Palampur and Jaiprakash Sewa Sansthan, Delhi to co-opt the Jaiprakash Sewa Sansthan to achieve the objectives of the Vivekanand Medical Research Trust for setting up a superspeciality hospital and a medical college in Palampur.  
 
26th Sept,2008 The Himachal Pradesh Cabinet in its meeting held here today approved the rationalization of the Timber Distribution (TD) Policy of the State under the provisions of the Indian Forest Act, 1927.
It consented to recommend the case of premature release of the life convicts, Shri Swaran Singh, son of Shri Hardeep Singh, and Shri Jodha Singh Son of Shri Amin Chand, to the Governor of Himachal Pradesh for consideration.
It sanctioned 60 posts of different categories for the Hon'ble High Court of Himachal Pradesh.
It accorded its approval for filling up of the post of Personal Assistant in the Department of Prisons, Himachal Pradesh.
It approved amendment in the Recruitment and Promotion Rules of the Additional Excise and Taxation Commissioner (Class-1) Gazetted and Additional Director (Class-1) Gazetted in the Audit and Accounts Department.

An emergency meeting of the State Cabinet was held under the Chairmanship of Prof. Prem Kumar Dhumal, Chief Minister today, to review the grave situation that has arisen because of continuous rains for the last more than 48 hours in the entire state.   

The Cabinet mourned the tragic deaths of 38 people who have lost their lives due to unprecedented heavy rains in Himachal Pradesh by observing two minutes silence to pay respect to the departed souls.
The Cabinet also appreciated the help rendered by the Army in district Sirmour to rescue 19 stranded people from the river Yamuna.
Cabinet decided to set up a Control Room working 24 hours in Himachal Pradesh Secretariat, to receive all messages regarding damages on accounts of rains and for rendering immediate necessary relief operation. Cabinet also constituted a Committee of Officers under the Chairmanship of Additional Chief Secretary, Smt. Parminder Mathur to monitor the situation on daily basis and take every possible action to provide relief to all the effective persons.
Cabinet noted with concerned that unanimous resolution of Vidhan Sabha requesting Government of India to release Rs. 1000 crore to undertake relief and repair operation in Himachal Pradesh, has not been responded to by the Central Government and no relief has been provided. The Cabinet again decided to request the Govt. of India to immediately relief Rs. 1000 crore, as already requested, to enable the government to undertake repair and relief works.
Having learnt about the loss of three lives last night due to falling of the trees, Cabinet decided to set up a Committee consisting of Deputy Commissioner, Conservator of Forests and Commissioner, Municipal Corporation, Shimla, to identify all such dangerously located trees and after recording evidence like photographs etc., order their removal to safe further loss of human lives in Shimla without waiting for any formal recommendations of the High Powered Committee constituted for this purpose.
Cabinet also decided to request Ministry of Defence (Air Force) to launch rescue and relief operation for more than 400 stranded passengers in Sarchu and Baralacha areas of Lahaul and Spiti. District Administration of Kullu and Lahaul and Spiti have been directed to immediately arrange for the rescue of people on Manali- Leh Road and depute search parties wherever search is required. 
18th Sept,2008 The Himachal Pradesh Cabinet in its meeting held here today decided to relax the allotment norms of Government of India with regard to the Public Distribution System for tribal and difficult areas (Dodra-Kwar and Bara Bhangal) and permit 8 kgs. of rice and 8 kgs. of wheat/wheat flour per head instead of the maximum limit of 35 kgs of wheat/wheat flour and rice to every ration card holder for the period from 1st July, 2008 to 30th June, 2009.

In fulfillment of the commitment to provide subsidized essential commodities to Antodaya Anna Yojna,  BPL and APL categories of 15.42 lakh ration card holder families it sanctioned additional subsidy of Rs. 51 crore, which would be in addition to Rs. 90 crore already sanctioned to subsidize the listed essential commodities, thereby increasing the total subsidy provisions from Rs. 90 crore to Rs. 141 crore for current financial year.

It sanctioned 1,190 posts of different categories in various departments of the state and permitted the Education Department to carry direct recruitment of 1,135 Lecturers (School Cadre) and also allowed regularization of contract teachers in different categories, fulfilling eligibility criteria for the specific posts, besides having completed eight years of service upto 31st March, 2008, with immediate effect.
Cabinet decided to simplify the Shimla Road Users and Pedestrians (Public Safety and Convenience) Act, 2008, by carrying certain amendments in the Act for processing passes to the general public to ply vehicles on sealed and restricted roads within Shimla town and make the same more liberal and public friendly.
 It permitted clubbing/rationalization of routes to make the same practicable and convenient, without compromising with the objectives. Chhota Shimla Chowk to Shimla Club has been made one Sealed Road instead of existing two routes; Chalet Day School to Jodha Niwas parking has been declared as one restricted route.  The Restricted Route from Cart Road to A.G.Office has been amended as Cart Road to State Bank of India Chowk to facilitate the residents of Fingask Estate area.  Kennedy House Chowk to Boileauganj has been clubbed as one Restricted Route against two routes at present. Cart Road to Subzi Mandi and Tara Hall to Shimla Typewriter via Kalibari have been deleted from the Restricted/Sealed Road category.  
 The processing fee has also been reduced from existing Rs. 500 to Rs. 100 only.  The Route fee has been reduced from Rs, 2,500 for Sealed Road and Rs. 2,000 for Restricted Route to Rs, 1,000 for both the routes uniformally.
It has been decided to authorize the Secretary Home to issue necessary permits in respect of Sealed Roads and Deputy Commissioner, Shimla to issue permits for Restricted Roads
It approved leasing out of 3-74-26 hectares of land to Youth Services and Sports Department, Himachal Pradesh, at Amtar, in Nadaun Sub-Division of district Hamirpur for the construction of Cricket Stadium.
It approved to promulgate an Ordinance to replace the Himachal Pradesh Private Universities (Establishment and Regulation) Act, 2006, to open Chitkara University in the private sector in the state and also approved another Ordinance for the establishment of Eternal University in the private sector.
It approved filling up of the post of Senior Legal Officer in the Department of Forests.
It approved the 36th Annual Report of Himachal Pradesh Public Service Commission for the financial year 2006-07.
It approved amendment in the Recruitment and Promotion Rules for the post of Senior Lecturer in Electronics and Communication Engineering (Class-I Gazetted) in the Polytechnics of Department of Technical Education, vocational and Industrial Training.
9th Sept,2008 The Himachal Pradesh Cabinet in its meeting held here today unanimously adopted the Inquiry Report of the Divisional Commissioner, Mandi, into the stampede at Sri Naina Devi ji temple on August 3, 2008 and decided to implement the recommendations made therein.
The Cabinet decided to take disciplinary action against the officials deployed in sector 4 and 5 to oversee the regulation, law and order, during the fair for failing to perform their duty responsibly.
All the visitors coming to pay their obeisance would be required to get themselves registered at the entrance counters to form batches of not more than 200 visitors to avoid untoward incidents.  Additional arrangements of all kinds would be made by the district administration during special occasions like, Navratra fairs, holidays, Tuesdays, Saturday and Sundays etc.  to manage the expected rush of visitors to the shrine.  The pilgrims would be routed through a circular way to the main temple and back to the base area where basic facilities of water, toilets etc shall be created.  The three temple properties in possession of the managers (Mohatmims) shall be acquired immediately to create more facilities for the pilgrims to enter and exit the temple. Street lights facilities shall be provided around the temple, Kainchi More and Sri Naina Devi ji to Tobha via Badoh, including at the entrance to the holy town beside ensuring well lit path in the area.   
 It decided that medical facilities of the Community Health Centre level to be ensured during the fair to cater to the medical needs of the pilgrims. It decided to create improved sanitation network in the campus with adequate separate toilet blocks for men and women.    Dependable public address system and pilgrims guide cell shall be set up to keep visitors informed about the system being followed to regulate the pilgrims as also guiding them in a systematic manner. Drinking water would be provided at regular intervals and close circuit TV would be installed to monitor the crowd.  Two escape routes for pilgrims will be provided for a length of about 10 meters. Temple employees will be trained in disaster management programme to deal with any emergent situation.  Quick Reaction Teams will be constituted to rise to any emergency call.  
The Cabinet further decided to direct Deputy Commissioner and Superintendent of Police of the district to camp at the site of the fair during fair and rush days to personally oversee the security and regulation of devotees arrangements and also submit monthly detailed note to the state government about the implementation of the decisions taken by the Cabinet.  More rain shelters, parapets and other infrastructural facilities will be created which includes construction of a spacious bus stand to accommodate parking of 80 to 100 buses equipped with all basic amenities.  Special drive shall be launched by the local administration, municipal body and PWD to remove encroachments on the temple property immediately. 
 It decided to beef up the security system under the supervision of the Deputy Inspector General of the respective ranges of police administration who will be preparing a comprehensive security plan for prominent shrines in their respective ranges taking all related aspects into consideration. Ex-Servicemen to be engaged as security guards to take benefit of their vast experience The security personnel to be equipped metal detectors etc. Communication system to be strengthened with upgradation of the mobile network facilities in the area in association with BSNL.  Feasibility of disabled friendly system will be examined.  Possibility to be explored to shift the 'langars' in view of safety and security of the pilgrims.
It granted its approval for change in the name of Environment and Scientific Technologies Department to Department of Environment, Science and Technology.
5th Sept,2008 The Himachal Pradesh Cabinet in its meeting held here yesterday evening decided to enhance financial assistance being given to those Second World War Veterans/their widows who are not receiving any pension from the State/Centre Government from Rs. 200 to Rs. 500 per month.  This decision would benefit about 1565 Second World War Veterans/ their widows of the State.
 The cabinet approved the policy of regularizing of daily wage workers in all the department who have completed eight years of service on 31st March, 2008.  It also gave approval for regularizing all the contract employees of various department who have completed eight years on 31st March, 2008 as announced by Chief Minister on 15th August, 2008. The cabinet gave its approval for regularizing the services of those J.B.T contract teachers who have completed 8 years of service as on 31st March, 2008 and also agreed to give relaxation in age. 
The Cabinet also approved the basis of admission to B.Ed colleges in Himachal Pradesh by allowing them admission of 60 students having Arts and  20 students each with medical and non-medical subjects.
The Cabinet approved regularization services for 14 eligible Daily Paid Labourers who have completed 8 years or more of continuous service as on 31st March, 2006 in the Dr. Yaswant Singh Parmar, University Nauni against vacant posts.
The cabinet also gave its approval for filling up of 40 posts of Frash- cum- Chowkidar-cum Peon in Himachal Pradesh Secretariat on Daily Wage basis. These posts are being filled up keeping in view large number of vacancies of these categories in the State Secretariat.
The cabinet also approved creation of 10 posts of different categories in Himachal Pradesh High Court Registry. It also approved creation of one tenure post of Superintendent Grade–I in the pay scale of Rs. 7220-11660 for the period of 14.9.2004 to 31.08.2006 in State Public Works Department.
The Cabinet gave its approval for purchase of nine light vehicles as replacement by Himachal Road Transport Corporation so that checking of ticketless travelling could be carried out more effectively. It also approved purchase of two vehicles for IPH Zone, Hamirpur and IPH Circle, Bilaspur for effective functioning of the Department. 
27th August,2008 The Himachal Pradesh Cabinet in its meeting held here today approved the launching of the 'Him Gramin Parivahan Swarojgar Yojna' (GPYS) Scheme, aimed at generating self-employment avenues to the unemployed youth, especially in the rural areas, by granting them route permits to ply vehicles in the rural areas by availing tax concessions upto 85 percent.  The Scheme will help in making improved   transport services available to the rural commuters at their door steps and also provide unemployed youth income generating avenues through self employment under the Scheme.
The Cabinet approved carrying of repairs and maintenance of the roads, link roads and drinking water supply schemes damaged in the recent rains in the state on top priority to facilitate the  people and smooth plying of the vehicles, while special care shall be taken of the apple growing areas to ensure smooth movement of vehicles carrying apple produce to the markets during the ongoing apple season. A sum of Rs. 105 crore has already been released to the Public Works Department to carry the restoration work out of which Rs. 55 crore have been released in the month of July, Rs. 25 crore in the month of August and another Rs. 25 crore released earlier in the month of May as preventive measures.   It also directed the Revenue Department to immediately compile the rain damages report and prepare a consolidated memorandum for submission to the Centre to get the funds released to undertake restoration work of the damaged infrastructure all over the state.
It  granted approval  to requisition the services of expert consultant for promotion of Clean Development Mechanism (CDM)  culture in the state in order to reduce the affect of the green house gases and declare the Department of Environment and Scientific Technology, Himachal Pradesh, as nodal agency for rooting the proposal for further approval under CDM regime.  The Committee consisting of Additional Chief Secretary (Forests), Principal Secretary (Environment) and Principal Secretary MPP&Power, will suggest further action required to be taken in the matter by the state government.
It approved the school timing in all the government schools in the state from 1st September, 2008 onwards, fixing 9AM to 3PM for Summer Closing Schools and 10AM to 4 PM for Winter Closing Schools to be applicable throughout the year in future. 
The Cabinet approved the institution of 'Prerna Strot  Samman Puruskar' to the persons and organizations which contribute significantly in their public and private life, besides philanthropic works, to inspire rest of the society to follow their foot steps by rewarding them cash prize of Rs. 51,000, a shawl, a Himachali cap and a memento and a citation; while the organization or NGO shall get the cash prize of Rs. 2,50,000, a citation and a memento.  All such awards shall be presented to the selected persons and organizations on State Level function of the  Himachal Day by the Chief Minister, himself, every year.
It approved the proposal of M/s Lucky Power Project Cooperative Limited, and granted special permission for setting up of an innovative and first of its kind in the State, 500KW Mini Hydro Electric Project, based upon the affluent of Sewerage Treatment Plants located at Lalpani and Badagaon of Shimla town, to gainfully utilize the waste water for generation of electricity, which is likely to establish another mile stone in the hydro electric generation in the state.
It approved creation of two posts of Veterinary Medical Officers on secondment from Animal Husbandry Department to be posted in the Monkey Sterilization Centres at Satsar in district Hamirpur and Gopalpur in district Kangra for a period of four years.  10 posts of different categories will also be filled up under Man Power Plan on secondment basis from the HP State Electricity Board, in the 42 MW Chirgaon-Majhgaon Hydro Electric Project being executed by H.P.Power Corporation Limited to undertake the preliminary works, like survey, investigations, land acquisition, forest and environmental clearances etc..
It decided to reduce the VAT from existing 12.5 percent to 4 percent on wood-free agro board being manufactured by various industries to promote conservation of forest resources and ecology of the state.
It approved amendment under Rule-5 for selection appointment of District/Additional District Judges, Civil Judges (Senior Division) and Civil Judges (Junior Division) in Himachal Pradesh Judicial Services Rules-2004 at the instance of the Hon'ble Supreme Court of India.
It also permitted lease of 25-00-07 hectares of land at village Pandoga in district Una to Indo Tibet Border Police Force to pave the way for establishment of its battalion for 99 years.
It consented to directly recruit the Principal (Class-I Gazetted) on regular basis for B.Pharmacy College, Rohru.
18th August,2008 The Himachal Pradesh Cabinet in its meeting held here today accorded approval to launch the 'Skill Upgradation with Job/Outsourcing Guarantee (SUJOG) Scheme aimed at providing training to suitable workers, in the age group of 18 to 45, possessing prescribed minimum educational qualifications, alongwith guaranteed assignments to skill enrichment by identifying and empanelling suitable industrial units.  The State Level Committee consisting of Director of Social Justice and Empowerment, Director of Industries, Labour Commissioner, Director Technical Education and two office bearers from registered Association of Industries, shall be responsible to ensure implementation of the Scheme. The trainees from low-income group shall be provided training cost, stipend etc. by the state government.
It sanctioned filling up of 458 posts of different categories in different departments which includes 113 posts of the TGTs. (Medical) in Elementary Education Department on the recommendations of the HP Subordinate Services Selection Board, Hamirpur,  on contract basis and also consider 84 other applicants on the same anology; 26 posts of Junior Draughtsman, on contract basis, in accordance with Recruitment and Promotion Rules in Irrigation and Public Health Department; 200 posts of Assistant Librarians in Education Department on contract basis, including those recommended by Sainik Welfare Board; 21 posts of Junior Engineers engaged on contract basis by the Panchayat Samitis completing 8 years of service as on 31st March, 2008,  to be regularized and their services placed at the disposal of concerned Zila Parishads; 8 posts of different categories for Panchayati Raj Training Institutions at Mashobra and Baijnath where the State Government would be providing grant to the Society which shall create and fill up the vacancies.
It decided to admit 300 candidates to undertake one year  compulsory Ayurveda Pharmacists training on the recommendation of the HP Subordinate   Services  Selection  Board,  Hamirpur.
It approved withdrawal of the allotment cancellation orders of the 70MW Dhamwari-Sunda HEP with the condition that the executing party,  M/S Dhamwadi  Power Company,  shall supply free power to the State, as agreed upon in the MOU signed earlier, beside withdrawing  all the cases pending in different courts of law.
Cabinet approved the amendment in the Memorandum of Association of the Corporation with regard to Main Objects of Himachal Pradesh Power Corporation Limited with a view to plan, promote, organize and execute Power Projects in Hydro Electric Power, Thermal Power, Solar Power, Wind Power etc. within and outside the State of Himachal Pradesh and also extend its operations outside the country and overseas as well.
It decided to amend the Himachal Pradesh Civil Services (Pre-Mature Retirement) Rules, 1976, replacing the condition of 30 years regular service or attainment of 55 years with 20 years of regular service or attaining the age of 45 years for government doctors seeking pre-mature retirement.
It approved the norms for grant of NOC to the Private Institutions to run the courses/programmes such as Graduate courses in Arts, Science, Commerce, Law, Sanskrit, Media/Journalism, including BBA and BCA and Post Graduate Courses, including Business Administration and Post Graduate Diploma in Computer Applications in Private Sector by reserving 25 percent seats to the candidates from Himachal Pradesh. The fee structure would be determined by the State Level Committee consisting of Principal Secretary Education, Vice Chancellor, HP University and Director of Education.
With a view to bring about qualitative improvement in the educational system in participation with private players, the Cabinet decided to issue 'Letter of Intent' in favour of Global Knowledge Network Society, New Delhi to provide total and meaningful education in physiotherapy, para medical services, management, education, law, ayurveda and nursing etc. and Maharishi Markandeshwar University Trust, Ambala, to educate youth in emerging vocational trades.
Approved has been granted for transfer of land to pave the way for widening of road at the Kala Amb Barrier in district Sirmour.
It approval renaming of Disabled Home at Sundernagar as Himachal Pradesh Institute of Children with Special Abilities (HPICSA) and sanctioned 6 posts of special teachers besides increasing the fixed pay of 11 serving teachers of the institution.
It accorded its approval to permit Milch Livestock Improvement Society, Solan, to admit upto 100 students for the Veterinary Pharmacists Training course in private sector.
It sanctioned 17 vehicles for the Block Development Officers in place of old condemned vehicles.
8th August,2008 The Himachal Pradesh Cabinet in its meeting held here today decided to recommend the convening of the Monsoon Session of Himachal Pradesh Vidhan Sabha from September 1, to 5, 2008 at Shimla, to the Speaker, Himachal Pradesh Vidhan Sabha for further necessary action.
It sanctioned filling up of 787 posts of different categories in various departments of the State which includes 592 posts of paramedical staff in Health and Family Welfare Department on contract basis through Rogi Kalyan Samaitis all over the state, 150 posts of Ayurvedic Medical Officers, 16 posts of various categories in IPH, 14 posts of Tehsil Welfare Officers in Social Justice and Empowerment Department and more posts in various other departments.
With a view to encourage Hi-tech mega enterprises in the State, the Cabinet considered a proposal of Solaryan Pvt. Ltd. for setting up of a large integrated solar panel manufacturing plant at a cost of Rs. 2,500 crore and generate direct employment to over 600 persons.  The plant would be manufacturing most advanced semi-conductor thin film technology and equipment that leverages the advances made in the flat panel display industry to manufacture solar panel products.  The primary product will be complete photo voltaic solar panels.  The solar cells will have glass panel substrate with thin films of silicon. The thin film silicon technology is more cost effective than the poly-silicon technology with less risk of raw material procurement.
Permission has been granted to M/S Dalmia Cements Limited for issuance of Prospecting License for prospecting of Limestone, Shale and quartize in Kariyali-Kothi-Sal-Bagh area of tehsil Sunni in district Shimla, where the company proposes to manufacture cement with an investment of Rs. 2,000 crore besides generating vast employment avenues to the local people
It granted one time relaxation in Recruitment and Promotion Rules of Ayurvedic Medical Officers to fill up 150 posts of Ayurvedic Medical Officers, 50 percent on batch wise and 50 percent by direct recruitment, to be carried by the Rogi Kalyan Samitis on the recommendations of the HP Public Service Commission to fill up the vacancies in the various ayurvedic health institutions in the state.
It approved cancellation of allotment in respect of the Tidong-II (60MW) HEP, in district Kinnaur, allotted to M/s Torrent and Gammon Power AEC Limited and re-invite the tenders afresh for competitive bidding to undertake the project execution by competent interested parties.
Cabinet consented to create one separate IPH Circle for Bilaspur under Hamirpur Zone alongwith 16 posts of various categories to oversee the drinking water and irrigation project work in the district.
It approved amended Integrated Scheme for Persons with Disabilities with a view to carry their re-survey, primary identification, research etc. and help such under privileged sections of the society beside educate and upgrade the skills of the special children and help them in finding self employment avenues.
It further decided to pay for the power purchased from Power Trading Corporation of India Limited during the period from 1st April, 2007 to 15th April, 2007 and 1st April, 2008 to 30th April, 2008 out of the free power (royalty share) of
The state government at the rate of Rs. 3.04 as approved by HP State Electricity Regulatory Commission.  However commercial rates would be chargeable after 31st March, 2009.
It has been decided to keep the batch wise direct recruitment of teachers, engineers, doctors in Health and Family Welfare Department, Ayurveda and Animal Husbandry Departments (Class I and II) of the state, out of the purview of the HP Public Service Commission.
It approved regularization of 5 officials fulfilling the eligibility criteria and completing minimum of 8 years of prescribed service, for regularization in the office of Advocate General, Himachal Pradesh.
It decided to amend the Pension Rules, 1997, and give priority to BPL families in Social Security Pension Scheme of the State Government.  The department has already released benefits to 374 such families.
Approval has been granted for opening up of a Nursing College at Solan, under Private Public partnership mode, with intake capacity of 40 seats each for B.Sc. Nursing and GNM courses to go a long way in generating employment opportunities to the girls and making trained medical staff for the health institutions available.
It also approved amendment in the scheme for engaging Junior Engineers on contract basis by the Panchayat Samitis and refix the distribution criteria for selection with a view to give greater weightage to the merit of the candidates.
It decided to allow L-10 B.B. license for departmental stores with a turn over of Rs. 1.00 crore
Change in the nomenclature of Himachal Pradesh State Forest Corporation Limited as Himachal Pradesh State Forest Development Corporation Limited has also been approved.
Cabinet approved opening of a Government Polytechnic at Talwar in district Kangra alongwith 8 posts of different categories, from current academic session, for starting courses in Civil and Automobile Engineering; introduce additional trades of electrician, computer operations and programming assistants, and embroidery in the Industrial Training Institute at Bagsyad in district Mandi with two posts of instructors sanctioned; additional trades of computer programming, pump operator and cutting and tailoring in ITI Jubbal sanctioned with three posts of instructor.
Approval has also been granted to change the criteria for distribution of marks for deployment of Gram Rojgar Sewaks under NREGA.
It decided to outsource swimming pools at Una and Mandi to private parties through respective District Sports for maintenance and repairs.
It approved the amendment in the Himachal Pradesh Panchayati Raj (Election) Amendment Rule, 2008.
28th July,2008 The Himachal Pradesh Cabinet in its meeting held here today granted exemption on payment of stamp duty and registration fees on loans to agriculturists/horticulturists of the state on their mortgage deeds, to be executed with financial institutions, like Nationalized Banks, Co-operative Banks, Regional Development Banks, Gramin Banks and Private Banks on raising of loans not exceeding the amount of Rs. 10 lakhs.  The decision aims at strengthening the basic agriculture sector and would be benefitting the farmers of the state with incentives valued at over Rs. 35 crore. 
It approved allotment of Gondhla (144MW) and Yangthang (261MW) HEPs to M/s Moser Byer India Limited and M/s Gammon India Limited respectively for bidding highest upfront premium of Rs. 193,54,50,000 for the projects and decided to re-advertise the Bardang (114MW); Tandi (150MW); and Rashil (150MW) hydro electric projects underr the Revised Power Policy of the Government to attract global competitors to undertake the execution work.
It proposed construction of eight vital tunnels at different places in the state aimed at reduction in distances, streamlining traffic and emotionally integrate the state by posing it for funding of Rs. 1,852.96 crore to the 13th Finance Commission to construct a total length of 16.860 kms. of tunnels in the first phase. This includes HIMFED Petrol Pump to IGMC, Shimla (860 meters): Rs. 73.71 crore; Lift to HIMFED Petrol Pump, Shimla, (1,140 meters): Rs. 100.62 crore; Kainchi Mor to Mehla on proposed Swarghat-Bilaspur by-pass in district Bilaspur, (1,750 meters): Rs. 297 crore; Tunnel on Ranital-Kangra Road (270 meters): Rs. 35.57 crore; Bagana to Dhaneta in district Hamirpur, ( 2 kms.): Rs. 200 crore; Karsehar to Telang (Below Bhubbu Jot in district Mandi), (4 kms.): Rs. 400 crores;   Khara Patthar (2.840 kms.): Rs. 246.56 crore;  (and Holi to Utarala in district Chamba, ( 4 kms.): Rs. 500 crore.
It approved a rate of Rs. 5.25 per kg. for 'Fair Average Quality Apple' by increasing the same by Re. 0.50 per kg. under the Market Intervention Scheme for current apple season and the scheme will be implementable with effect from 21st July, 2008 to 31st October, 2008.  HPMC and HIMFED will be the procurement agencies for operation and the produce would be procured only from orchardists possessing horticulture card in all 242 procurement centres set up in apple growing areas, as a measure to protect the interests of the fruit growers of the state and ensuring them remunerative returns at different market terminals in the country.
With a view to modernize the existing system of payment of stamp duty, the cabinet approved 'H.P. Stamps Franking Impression Rules, 2008' for introduction of the system initially in 33 pilot offices.
Sanction has been accorded for filling up of 282 posts of various categories in different departments which includes, one post of Mining Officer in the Department of Industries; 50 posts of Wardens in department of Prisons; 50 posts of firemen in the Civil Defence Department; 88 posts of various categories for 10 HP State Marketing Boards' Marketing Yards, to be filled up from amongst the surplus pool of Agro India Packaging Limited, and in case of  non-availability, by direct recruitment;  50 posts of clerks in HP Secretariat; 55 posts of Junior Engineers, (Civil 50, Mechanical 4 and Electrical 1), in Irrigation and Public Health Department to be taken on secondment basis from CSK University of Agriculture, Palampur, and in case of non-availability the same to be filled up by direct recruitment; one post of Accountant, two Clerks, one Peon and one Driver in HP Wakf Board.
It also considered and approved the capacity increase in the HEPs with revised capacity not exceeding 25MWs in respect of the executors, which have already deposited the upfront premium amount with the state government. Others, which have been allotted projects for execution earlier would be required to deposit the upfront premium on revised capacity basis in addition to free power
It approved award of Rs. 33.50 crore for undertaking the widening and strengthening of the 15.39 kms. long Jahu-Kalkhar section of road for early construction.
It approved the Memorandum of Association and Article of Association in respect of the Himachal Pradesh Power Transmission Corporation Limited.
It also decided to approve transfer of government land measuring 130 hectare for construction of Karchham-Wangtoo Hydro Electric Project in district Kinnaur, on one time lease of Rs. 1.00 lakh per bigha basis, in favour of Jaypee Karchham Hydro Corporation,  whereafter a token lease money of Re. 1.00 per bigha per year will be chargeable.
It also sanctioned one post of Director alongwith 30 other posts of different categories to man the newly created Department of Energy to oversee the hydropower generation activities in the state and sanctioned a budget of Rs. 70 lakh for creation of basic infrastructure.
It approved to grant benefits and allowances to the members of the Subordinate Judiciary including, retired Judicial Officers/Pensioners, based upon the Shetty Commission Reports, as approved by the Hon'ble Supreme Court of India with retrospective effect,  i.e. from 1st January, 1999.
Cabinet decided to consider applications of the Scheduled Tribes and Other Traditional Forest Dwellers, for land allotment on merit, in the forest area, under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.
It decided to include winter sports in the category of sports under the existing provisions of reservation applicable to the outstanding sports persons in different sports in the state.
It approved introduction of three additional trades of welder, plumber and electrician in ITI Una, from current academic session, besides creating three posts of instructors for new trades. The decision is likely to benefit the youth in their skill upgradation in exploration of  more employment avenues.
It decided to create new PWD Sub Division in Himachal Bhawan at New Delhi alongwith required staff by internalization to man the same and look after the construction and maintenance work of Himachal Bhawan and Himachal Sadan.
It decided to offer appointment to 16 candidates as JBT against vacant posts on contract basis who have passed Teacher Training Course from St. Bede's College, Shimla and RTTI, Kullu.
It approved the change in the name of Directorate of Mountaineering and Allied Sports as 'Atal Behari Vajpayee Institute of Mountaineering and Allied Sports' Manali.
It approved amendment in Rule 6 and 7 of the Industrial Policy and Rules regarding Grant of Incentives, Concessions and facilities to Industrial Units in Himachal Pradesh – 2004, thereby fixing lease period of 45 years from the date of signing lease agreement to be applicable to the sheds constructed on hire-purchase basis pertaining to the period prior to 1998.
It sanctioned 3 vehicles for more mobility and effective functioning of the field officers which includes, one vehicle each for newly created civil sub divisions of Bhoranj in district Hamirpur, and Paddhar in district Mandi; one scorpio for HPPWD.
7th July,2008 The Himachal Pradesh Cabinet in its meeting held here today decided to serve show cause notice to M/S Brakel Corporation N.V., asking it to explain as to why the allotment of the projects, Jangi-Thopan and Thopan-Powari with 960MW capacity should not be cancelled and the upfront premium deposited by it forfeited for misrepresenting and giving wrong information to the State Government with regard to its financial and technical competence and causing loss to the State. Subject to cancellation of the projects, the State Government would re-advertise the same and invite fresh global bids.  The State Vigilance will continue with its enquiry into the matter
It decided to implement Himachal Pradesh Bio-Carbon Afforestation Project in collaboration with the World Bank and local communities/Gram Panchayats, in the State with a view to generate Carbon Credits and Water Shed Values as well as livelihood options for the local communities.
With a view to decentralize and empower the Panchayati raj institutions with supervisory power and in fulfillment of the Budget Assurance of the Chief Minister it has been decided to constitute a Sub Committee under the Chairmanship of Education Minister and Forest and IPH Ministers as its members while Principal Secretary, Finance, Education and Secretary Rural Development will be Special Invitees, and recommend to the State Government the mode to be adopted for empowering supervision of educational institutions upto middle standard by the respective gram panchayats, high and senior secondary schools by the respective  Panchayat Samitis and Zila Parishads.
It has been decided to set up the First Women India Reserve Battalion in district Bilaspur.
It sanctioned 2,002 posts of different categories in different departments for filling up on priority, which included 1,007 posts in the newly raised Women India Reserve Battalion; 907 posts of college and school cadre teaching and non-teaching categories in various newly upgraded educational institutions all over the State under Education Department; and 34 posts of clerks in the Excise and Taxation Department; 22 posts of various categories for newly created IPH Zonal Office, Hamirpur; 16 posts of Scientists in the CSK University of Agriculture, Palampur; 9 posts of different categories in the Himachal Pradesh Power Corporation Limited; 7 posts of different categories in the Planning Department.
It approved the draft Development Plan for Baddi Barotiwala Nalagarh Special Area to carry out planned development of the industrial area, beside approving the Housing Scheme for Industrial Workforce of the Confederation of Indian Industries in the Baddi-Barotiwala-Nalagarh -Parwanoo industrial area to construct 12,000 rooms for 24,000 industrial workers at an estimated investment ranging between Rs. 180 to Rs. 240 crore.
It approved creation of a separate new Irrigation and Public Health Zone for Hamirpur alongwith necessary required staff to man the new office.  Henceforth the Zonal Offices of the Chief Engineers of IPH will be known as Chief Engineer, IPH, Shimla Zone, Kangra Zone at Dharamshala, Mandi Zone and Hamirpur Zone. It further approved conversion of 2 divisions and 6 sub-divisions of Irrigation and Public Health
Department into Hydrology Units to create a data base based on hydrology as also to  institutionalize progress under the Hydrology Project under implementation in the State. 
It decided to upgrade the Police Post Bhawarna, in district Kangra, as full fledged Police Station, which will also serve the training purpose of Police Training College, Daroh; restructure the Government Railway Police in the State by upgrading the Government Railway Police Outpost Kangra into a full fledged Government Railway Police Station, and attach Una outpost to it while the Government Railway Police Station, Shimla, will remain as such.
Cabinet approved the draft Himachal Pradesh Advocates Welfare Fund (Amendment) Bill, 2008, by incorporating enhancement of annual subscription and life time subscription to the Fund extending Life Membership period by two years and also fixed 30 th June of every year as the last date for payment of subscription which earlier was 31st of March.
Approval has been granted for removal of fallen trees within the jurisdiction of the Municipal Corporation, Shimla, which included the proposals presented by the State and Central Government Departments, on the recommendation of the State Tree Authority Committee. It decided to constitute a Committee of the officers which includes Director of Town Planning, Deputy Commissioner, Shimla, Commissioner, Municipal Corporation, Shimla and Conservator of Forests, Shimla, who will personally visit the sites to determine the status of the remaining proposals and make recommendation to the State Government accordingly.  However, the Municipal Corporation, Shimla, shall carry out intensive plantation of deodar trees in all such areas which will be affected due to the felling and removal of such trees.
It decided to authorize HP Electricity Regulatory Commission to maintain subsidiary account of the Himachal Pradesh Electricity Regulatory Commission Fund in HP State Co-operative Banks in addition to commercial banks.
It approved amendment in the Recruitment and Promotion Rules for the post of Head of the Information Technology Department in the Polytechnics; Professor (B-Pharmacy) in B. Pharmacy College; Professor (Mechanical Engineering) in the Engineering College in the Department of Technical Education, Vocational and Industrial Training; Joint Director (Statistics) in the Department of Animal Husbandry.
Approval has also been granted to sell surplus land measuring 65.15 bighas in favour of M/S Siddhartha Super Spinning Mills Limited at village Nila Khera in Tehsil Nalagarh; 40.14 bighas in favour of M/S Jai Mata Glass Limited in village Tipra in district Solan, only for industrial purposes, subject to fulfillment of all codal formalities as required under the provisions of law of the  State Government.
27th June,2008 The Himachal Pradesh Cabinet in its meeting held here today decided to adopt ‘Van Mahotsava Scheme-2008’, to celebrate the Van Mahotsava on 3rd of August this year, 2008,  all over the state with extensive involvement and motivation of local people to plant atleast one medicinal or other plant, to be made available to them free of cost by the State Forest Department through various local agencies, per household, aimed at  making Himachal Pradesh the herbal state, as also to find home remedies to various common ailments, beside supplementing the income of the farmers. 
Cabinet approved enhancement in the Market Intervention Scheme for various grafted/seedling varieties of Mango by Re. 0.50 per kg. for the current season, thereby increasing it from existing Rs. 4.08 per kg to Rs. 4.58 per kg. for seedling varieties and from Rs. 4.75 per kg to Rs. 5.25 per kg. for the grafted varieties.  The procurement will be made through HPMC, HIMFED and HPAIC which will be eligible to charge Re. 1.00 per kg. as handling charges.
  It sanctioned and approved filling up of 545 posts of different categories in various departments of the state government which includes,  494 posts of different categories for Dr. Rajendra Prasad Government Medical College, Kangra at Tanda, Indira Gandhi Medical College, Shimla and State Hospital for Mother and Child (KNH) Shimla; 36 posts of teaching and non-teaching categories to the newly upgraded Government Senior Secondary Schools; 25 posts of various categories in the Sainik Welfare Department.
It decided to adopt the ‘Himachal Pradesh Home Stay Scheme-2008’ with a view to involve the entire state in  tourism promotion activities, especially to give boost to the rural tourism by offering various incentives to the prospective entrepreneurs which include, no charges by Town and Country Planning Department for change of land use, exemption (upto 3 rooms) from Luxury and Sales Tax/VAT; electricity and water charges at domestic tariff in respect of registered home stay units.
The Cabinet approved the policy of opening medical colleges with private participation. Government would give No Objection Certificate to such projects for applying to Medical Council of India, who have acquired the requisite land on their own and set up a corpus of Rs. 3 crore.  The applicants will also have to follow the conditions of giving 50 percent seats to bonafide Himachalis as laid down under the HP Private Universities (Establishment and Regulation) Act, 2006.For starting medical colleges in districts of Mandi, Una and Hamirpur, the Cabinet approved a proposal for offering Regional Hospitals for attachment to private sector parties willing to set up a medical college after a detailed study by consultants.
Cabinet approved restructuring and constitution of Rogi Kalyan Samitis with greater community participation at Medical College level, district, CHC, PHC level hospitals.  The Samitis will have a strong focus over patient welfare.  Greater autonomy and accountable management guidelines were approved for the Samities.
It approved requests for enhancement of capacity of Hydro Electric Projects by the Independent Power Producers (IPPs) who were allotted projects by HIMURJA. All such projects with capacity enhanced beyond 5MW will pay 12 percent free power plus 3 percent additional free power on the total capacity of the project and will sign fresh Implementation Agreement (IA) with the State Government.
It also approved allotment of 19 projects advertized by HIMURJA having capacity of 2 to 5MW to the sole qualified applicants while all other projects will be re-advertized.
The Cabinet decided to establish State Employment Guarantee Fund under National Rural Employment Guarantee Act and to authorize the State Employment Commissioner (NREGA) (Director of Rural Development) to expand and administer the Fund as a Revolving Fund for the implementation of the Scheme in the state.
 
9th June,2008 The Himachal Pradesh Cabinet in its meeting held here today decided to adopt the New Policy for empanelment of the hospitals and diagnostic laboratories within and outside the state for the diagnosis, treatment, investigations and reimbursement purposes of the eligible state government employees which fits into the New Policy provisions for empanelment in observance of the required codal formalities.
The Cabinet approved filling up of the 200 posts of Medical Officers in the Health and Family Welfare Department on institution specific contracts through the Rogi Kalyan Samitis at the Civil Hospital , Community Health Centre level basis to fill up the existing vacancies of the medical officers and medical specialists in different health institutions of the state.
  The  Medical Officers posted in Lahaul and Spiti District, Pangi Sub-Division of District Chamba and Dodra-Kwar Sub-Division of District Shimla, who were earlier getting Rs. 16,000 would now be getting Rs. 29,000 which includes monthly contractual remuneration of Rs. 20,000 and Rs. 9,000 as incentive while the Medical Specialists who were earlier getting Rs. 25,000 would now be getting a total of Rs. 45,000 which includes Rs. 30,000 as monthly contractual remuneration and Rs. 15,000 as incentive.  Medical Officers posted in the District Kinnaur, Bharmour Sub-Division of District Chamba would be getting Rs. 26,000 in total which includes monthly contractual remuneration of Rs. 20,000 and incentive of Rs. 6,000 while the Specialists would be getting a total of Rs. 40,000 which includes Rs. 30,000 as monthly contractual remuneration and Rs. 10,000 as incentive.  Medical Officers joining in rural locations would be entitled to draw a total of Rs. 23,000, which includes monthly contractual remuneration of Rs. 20,000 and incentive of Rs. 3,000, while the Specialists would be drawing a total of Rs. 33,000, which includes Rs. 30,000 a monthly contractual remuneration and Rs. 3,000 as incentive.  In rest of the locations all over the state the Medical Officers would be drawing a fixed monthly contractual remuneration of        Rs. 20,000 and Specialists Rs. 30,000.
The contractual medical appointees will be eligible for allotment of departmental accommodation wherever available, travelling allowance and daily allowance for official duties admissible as per the rates applicable at the initial level besides 24 days annual casual leave per contract year.
Cabinet consented to create and fill up 1,007 posts of various categories for the proposed 4th India Reserve Battalion with its headquarter at Jungal-Beri in district Hamirpur and recruitment to the same would be started on priority.
It decided to grant approval for the establishment of the Himachal Pradesh Institute of Police Studies instead of Police Training College at Sakoh, near Dharamshala in district Kangra while the Police Training College at Daroh, near Palampur in district Kangra would continue functioning as it is.  121 posts of different categories, as per the requirement to make the Institute functional, were sanctioned for filling up on priority.
It sanctioned 10 posts of Dental Medical Officers for institution specific health institutions where required equipments were available to provide people better dental care services.
It also approved amendment in the Recruitment and Promotion Rules for the post of Chief Engineer (Class-I Gazetted) in Irrigation and Public Health Department.
 
4th June,2008 The Himachal Pradesh Cabinet in its meeting held here today decided to adopt the Fertilizer Policy for the current financial year 2008-09 and conduct Common Entrance Test for admission to two-years JBT course for the session 2008-10 to admit 2550 trainees. It decided modification in the basics of bidding and re-advertise the projects to have Rs. 20 lakh per Mega Watt as Upfront Premium and free power as applicable under provisions from the projects with capacity above 5MW capacity besides sanctioning 6,080 posts of different categories in various organizations of the state government.
It granted permission for signing of the Memorandum of Understanding for 775 MW Luhri Hydro-Electric Project with Satluj Jal Vidyut Nigam Limited (SJVNL) on 51:49 ratio equity participation.
It decided to extend the Mid-Day Meal Scheme cover to upper primary classes, middle units of State Government and Government aided schools in the entire state w.e.f. 1stJuly, 2008.
The Cabinet consented to permit change the location of the Multi-Project Special Economic Zone in district Kanga from proposed Damtal to Milwan within the same district.
It decided to introduce Scholarship Scheme for the students of OBC category studying in 1st to 10th class on 50:50 share basis by the Centre and the State Government.
It decided to adopt the New Policy for Setting up of the Nursing Colleges and Schools in the State with intake capacity in B.Sc. Nursing and GNM of 680 each.
Approval has also beenIt decided to constitute a committee under the Chairmanship of the Sub Divisional Officer (Civil) to recruit the Panchayat Sahayaks and enhance their remuneration from Rs. 2340 to Rs. 3120 per month as also engage Takniki Sahayaks for cluster of gram panchayats under the State Government scheme; as also the remuneration of Kanishth Lekhpal from Rs. 2,500 to Rs. 4,830 and Assistant Engineer from Rs. 8,000 to Rs. 11,820 per month.
It was also decided to reconsider the appointments of the TGTs recommended by HP Subordinate Services Selection Board, Hamirpur during the year 2002.
Cabinet decided to grant permission to sell limestone by NMDC to M/S Gujrat Ambuja Cements Limited to manufacture clinker/cement till market tie-up with steel industry and pay royalty on entire limestone as per the rates fixed by the Central Government.
It decided to award contract for widening and strengthening of the Jahu-Kalkhar section road of Una-Nerchowk Road under Himachal Pradesh State Roads Project. At a cost of Rs. 33.72 crore.
With a view to encourage resource mobilization it was decided to offer incentive to Excise and Taxation Department at the rate of one percent in case of achievement being higher to the targets fixed for the current financial year of 2008-09.
It further approved enhancement in the monthly honorarium of the elected representatives of Panchayati Raj Institutions w.e.f. 1st April, 2008. Chairperson, Zila Parishad would get Rs. 3,500 instead of Rs. 3,000, Vice- Chairperson to get Rs. 2,500 against Rs. 2,000; Chairperson, Panchayat Samiti to get Rs. 1,800 instead of Rs. 1,500 and Vice Chairperson to get Rs. 1,500 instead of Rs. 1,200. Pradhan Gram Panchayat to get Rs. 1,200 instead of Rs. 1,000; Up-Pradhan to get Rs. 1,000 instead of Rs. 750; Zila Parishad Members to get Rs. 1,500 instead of Rs. 1,350; Panchayat Samiti Members to get Rs. 1,200 against Rs. 1,000 while the sitting fee of the Member Gram Panchayat has also been enhanced from Rs. 125 to Rs. 150 per sitting subject to a maximum of two sittings in a month.
It approved creation of Sainik Welfare Department to work effectively to protect the interests of the serving and ex-servicemen and monitor their suitable rehabilitation in public and private sector.
Cabinet granted permission to Mapex India Private Limited to make substantial progress in setting up of the sugar cane based unit in district Una by mid-December this year.
It consented to sign MOU with Reserve Bank of India to restructure the Urban Cooperative Banks in the State.
It approved the conversion of the outstanding loan and interest with State Public Sector Undertakings into Government Equity.
It approved amendment in the Guidelines for issue of Essentiality Certificate as also granted one time relaxation in the age for appointment of Pharmascists who had undergone the Diploma in Pharmacy during 1983-84.
It approved Amendment in the Guidelines issued by the State Government for Appointment of Anganwari Workers and Helpers granting aggrieved parties time to appeal before the Deputy Commissioner, Additional Deputy Commissioner and Additional District Magistrate within 15 days after declaration of the result to decide the same within 90 days and further appeal against the orders of the Deputy Commissioner to be made before the Divisional Commissioner within 15 days to decide the same within a month.
It approved amendment in the Rule 14 of the Rules of Business of the Government of Himachal Pradesh thereby bringing all the cases with regard to framing/amendments in respect of class-II posts to be brought before the Council of Ministers for approval. 
It approved a Separate Cadre for Dr. Rajendra Prasad Government Medical College, Kanga at Tanda after bifurcation from IGMC, Shimla and from the cadre of the Director of Health and Family Welfare Services with a view to equally strengthen the cadre in both the medical colleges.
It approved amendment in Himachal Pradesh Minor Minerals (Concession) Revised Rules, 1971 for enhancement of Mining Lease period and powers of the Director of Industries and State Geologist for regulation of Mineral concession.
The Cabinet sanctioned 6,080 posts in different departments which include 4,568 posts of Trained Graduate Teachers in the Elementary education Department; 300 posts of Agriculture Extension Officers and 100 posts of Agriculture Development Officers in Agriculture Department; 260 posts of Panchayat Secretaries and 225 posts of Panchayat Sahayaks in Panchayati Raj Department; 200 posts of Language Teachers and 150 posts of Shastri in Elementary Education Department; 88 posts of different categories for 10 Marketing Committees in State Marketing Board; 81 posts of different categories in HP Power Corporation Limited; 47 posts of different categories for Composite Testing Laboratory, Kandaghat; 15 posts of Junior Scale Stenographers in HP Secretariat; 5 posts of drivers in Municipal Corporation; 10 posts of different categories in the Himachal Pradesh High Court; 4 supernumerary posts of GDO Grade I in the Health and Family Welfare Department; 4 posts of Driver-cum-Pump Operators against ex-servicemen quota in State Fire Services; 14 posts of Assistant Librarians for various Government Colleges in the State; 10 posts of steno typists in relaxation of ban in the Excise and Taxation Department.
It approved publication of Himachal Pradesh Panchayati Raj (Appointment and Conditions of Service of Panchayat Sahayaks) Rules, 2008 by repealing the existing Himachal Pradesh Panchayati Raj (Appointment and Conditions of Service of Panchayat Sahayaks in gram Panchayats) Rules, 2005 and amendment in the Recruit and Promotion Rules of HP Medical Education Service Rules-1999; HP Medical Education (Dental) Service Rules, 2006 for the posts of Lecturer (Dentistry) and Professor (Dentistry); HP Horticulture Services (Class-I Gazetted); Rule 21 (i) and 23(2) of HP Departmental Examination Rules, 1997.
 
11th April,2008 The Himachal Pradesh Cabinet in its meeting held here today sanctioned 200 posts of Ayurveda Pharmacists to be filled up 50 percent on batch wise and 50 percent by direct recruitment. The Ayurveda Department has been directed to arrange for training of Ayurveda Pharmacists in Government institute for the requirements.
It decided to enhance the Authorized Share Capital of the HP Power Corporation Limited from Rs. 50 crore to Rs. 200 crore for the present and further enhance the same to Rs. 300 crore by September, 2008.
It approved transfer of land measuring 18,092 square meters to National Research Centre for Mushroom at Chambaghat (Solan) for upgradation of the center into a full-fledged institute subject to payment of latest market value of the land to the State Government.
It further approved creation of functional organizational structure in the HP Power Corporation Limited subject to the condition that the recruitment process would be carried by the HP State Electricity Board.
It also sanctioned two Scorpios for the heads of Hydro Electric Projects of Kashang and Sainj being executed by the HP Power Corporation Limited.
 
4th April,2008 The Himachal Pradesh Cabinet in its meeting held here today sanctioned creation of 413 posts of different categories in different departments of the State Government which included 120 posts of Horticulture Development Officers, 120 posts of Horticulture Extension Officers in the department of Horticulture to be recruited through HP Public Service Commission and HP Subordinate Services Selection Board; 117 posts of teaching and non-teaching categories for five newly upgraded senior secondary schools; 35 posts of teaching and non-teaching categories for newly upgraded Government high schools and 6 posts of similar categories for the newly upgraded Government middle school, Rampur in district Una, besides 15 posts of civil judges (Junior Division) in the subordinate courts of the State.
It approved opening of new tehsil at Baddi in Nalagarh sub-division of district Solan to facilitate revenue work to the people of the area and for the convenience of the industrialists setting up industries in the locality.
It granted permission to lease the Government land in favour of M/S Himachal Sorang Power Private Limited to pave the way for construction of 100MW Hydro Electric Power Project at Sarang in district Kinnaur at the rate of Rs. 1.00 lakh per bigha, per year, to be paid in advance to the Government by the company.
It further approved enhancement in the Block Government Guarantee in favour of National Minorities Development and Finance Corporation, Delhi, without levying of guarantee fee and commitment charges.
It also approved in the remuneration/honorarium to the members of HP State Commission for Backward Classes and Members of HP State Women Commission @ Rs. 600 per sitting or Rs. 10,000 per month, whichever is higher.
 
1st April,2008 Himachal Pradesh Cabinet in its meeting held here today under the Chairmanship of Prof. Prem Kumar Dhumal, Chief Minister deliberated upon the Sanan Committee enquiry report constituted to look into the appointments made under PTA with a view to ascertain eligibility criteria of the selected candidates and decided to place the report in the House for detailed discussions.
31st March,2008  The Himachal Pradesh Cabinet in its meeting held here today approved signing of the Pre-Implementation Agreement (PIA) in respect of Chango-Yangthang (140MW) and Bara Banghal (200MW) Hydro Electric Projects for execution by the private entrepreneurs (IPPs),  and advertise the 60MW Ropa Hydro Electric Project under ‘competitive open  bidding’ system to attract best companies to undertake the execution work of the project expeditiously.
It approved amendment in Section 5 sub-section (1) of the Himachal Pradesh Scheduled Castes and Scheduled Tribes Development Corporation Act, 1979 (Act 20 of 1979) and authorized increase in its capital to Rs. 60 crore with a view to provide more liberal financial help to Scheduled Caste and Scheduled Tribe community for setting up their own self employment ventures under different schemes of the government.
Cabinet approved service fee to Takniki Sahayaks at the rate of 2 percent for the works upto Rs. 50,000 and 1.5 percent for works ranging between Rs. 50,000 to Rs. 1.5 lakh.
It approved creation of one post of Conservator of Forests in the HP State Electricity Board to be placed at the disposal of the HP Power Corporation;  twenty-nine supernumerary posts for filling up of the backlog meant for persons with disability in the Urban Development Department as per the guidelines of the administrative department; 200 posts of Assistant Librarian in the Department of Higher Education; 147 posts of various categories for Government Polytechnics at Sundernagar, Kangra, Hamirpur, Ambota, Rohru and Kandaghat to cater to the increased number of vocational courses and higher admissions; 7 posts of Election Kanungo in the State Election Department.
Cabinet also approved to release the salary of 50 part time water carriers of Lahaul and Spiti District as grant-in-aid through the respective gram panchayats to whom no payment had been made since 2003 and impose a penalty of Rs. 2000 over each of the three delinquent officers who had appointed them in contravention of the recruitment procedure of the government.
It approved introduction of Himachal Pradesh Municipal Act (Amendment) Bill, 2008 to pave the way for providing equal representation to both men and women in the reserved category quota.  The same roster would be applicable in the Shimla Municipal Corporation elections as well.
It approved amendment in the Recruitment and Promotion Rules of the Tehsil Welfare Officer (Class-II) Non-Gazetted on 50 percent by promotion and 50 percent by direct recruitment; Recruitment and Promotion Rules for the post of Horticulture Extension Officers in Horticulture Department.
It decided to take over the privately managed Indira Gandhi High School, Shehrol, in Arki Sub Division of district Solan and the services of eligible staff working therein.
It sanctioned 4 Maruti Alto Cars on replacement basis to Tourism Department and HP Tourism Development Corporation.  It also approved that HPTDC will hire 3rd vehicle from the open market on rental basis; one vehicle for GAD.
