IMPORTANT CABINET DECISIONS OF PRESENT STATE GOVERNMENT
YEAR 2003-2004

6th March,03 Election manifesto of Congress adopted as policy document of the State Government in Himachal Pradesh.
6th April,03

H.P. Institute of Post-Graduate Education and Research in Ayurveda, Paprola renamed as Rajiv Gandhi Government Post-Graduate Ayurvedic College, Paprola and its attached hospital as Rajiv Gandhi Government Ayurvedic Hospital, Paprola.

  H.P. Cabinet decided to constitute sub-Committee to suggest proposals to improve Transport department and financial health of HRTC.
6th May,03 Users charges levied by the previous Government in hospitals and other Health Institutions in the State abolished and restore the position as on 24th March, 1998. Charges of tests, X-Ray etc. being charged in the hospital would be uniform in future. The Cabinet also approved abolition of Rogi Kalyan Samities set up in various hospitals by the previous Government.
  A high level committee of officers headed by Chief Secretary for reviewing the MOUs/agreements signed by the previous Government for executing of hydel projects constituted, which will submit its report by 31st July, 2003. Additional Chief Secretary, Chairman State Electricity Board, Secretary Finance and two technical members of State Electricity Board will be its member and Special Secretary, power will be its Member Secretary.
 The Divisional Commissioners office at Dharamshala, Mandi and Shimla revived and also posts of the Director Land Record and Additional Director Land Record along with staff.
  The State Human Right Commission which was abolished earlier by the Previous Government, reconstituted.
  The Cabinet approved the proposal of abolition of Himachal Pradesh Sales Tax Tribunal and Financial Commissioner, Appeal, will look after the work of Sales Tax Tribunal.
23rd May, 2003 The Cabinet decided to provide subsidy at source on telescopic apple Cartons/kinnow cartons at the rate of Rs. 10 per carton and on 10 k.g. Subsidy on Plum cartons and Almond cartons manufactured by AIPIL will be at the rate of Rs. 1.50 and Rs. One per carton respectively. Maximum limit of subsidy will be Rs. 12,000/- per orchards.
  The Cabinet also approved restoration of jurisdiction of Himachal Pradesh Administrative Tribunal over the Local or other Authorities of Corporations or Societies controlled or owned by the State Government.
13th June, 2003 The Draft Bill to provide for regularization of Pay and Conditions of service of H.P. Judicial Officers was approved by the Cabinet in pursuant to Hon'ble Supreme Court of India's directions on the recommendations of Shetty's Commission.
  The Cabinet also approved creation of seven posts of Deputy Advocate General on tenure basis in the office of Advocate General Himachal Pradesh.
  The Cabinet also approved to grant exemption in taxes on various items to M.J.S. Medical Relief Society Bhotta, District Hamirpur for the hospital set up by it.
10th July, 2003Procurement price of Mango fruit under Market Intervention Scheme (MIS) for seeding Varity approved as Rs. 3.33 per K.g. and for grafted varity Rs. 4 per k.g.
  The Cabinet approved amendments in Himachal Pradesh Panchayati Raj Rules, 2002.
  The tenure of employees reduced by the cabinet from 5 years to 4 years for posting in difficult areas under Difficult Areas Sub Cadre.
  The cabinet approved fixation of lump-sum Passengers Tax in respect of motor vehicles used by schools and other educational institutions.
24th July, 2003 The cabinet decided to implement Market International Scheme for the procurement of processing grade Apple fruits at the rate of Rs. Four per k.g. for the year, 2003. . The cabinet approved creation of another unit of Regional Transport Officer (Flying) for the Transport Department.
 The National Agriculture Insurance Scheme during Rabi, 2003-2004 was also approved by the cabinet for continuation.
 Filling up of 50 posts of Medical Officers on contractual basis for a period of one year at the rate of Rs. 12,000 per month on location wise basis was given approval.
  Approval for filling up of 100 posts of staff nurses on contract basis at the rate of Rs. 7200 per month was given by the cabinet.
 The cabinet approved monetary benefits of Rs. 50,000 and Rs. 25,000 to the National and State Awardee teachers respectively in lieu of extension in two years for National Awardee and one year for State awardee in service after attaining the age of superannuation
  The cabinet approved creation of another unit of Regional Transport Officer (Flying) for the Transport Department.
8th August, 2003 Cabinet gave approval for creation of 16 posts of various categories for making two Fast Track Courts at Dharamshala and Shimla functional.
 The cabinet approved transfer of all class-III posts carrying minimum pay scale of Rs. 5000 and above from the purview of Himachal Pradesh Subordinate Service Selection Board Hamirpur and entrusted to Himachal Pradesh Public Service Commission for recruitment.
  One post of Member, Himachal Pradesh Subordinate Service Selection Board was abolished and one post of Member, Himachal Pradesh Public Service Commission was created by the cabinet.
5th Sep., 2003Cabinet approved the proposal for re-designating the department of Relief and Rehabilitation as Department of Relief and Rehabilitation and Disaster management.
  Cabinet approved creation of various posts for developmental blocks Fatehpur in Kangra, Basantpur in Shimla and Rajgarh in Sirmour districts for smooth functioning of blocks.
  Cabinet approved functioning of Fast Track Courts at Mandi, Una and Bilaspur during current financial year and the remaining Fast track Courts at Solan, Kullu, Chamba and Hamirpur during next financial year
 Renaming of Govt. Degree College Kotshera (Shimla) to Rajiv Gandhi Govt. Degree College, Shimla approved.
  Cabinet approved creation of functional teaching and non-teaching posts for Govt. Degree Colleges Nerwa in Shimla and Nurpur in Kangra district.
  To receive funds from the ministry of Rural Development, Govt. of India, the State Government has approved formation of Himachal Gram Sadak Development Agency under PMGSY. The Chief Secretary and other members being Secretary, PWD, Finance, Rural Development, E.N.C. PWD and Zonal Engineers, PWD will head the agency.
  Cabinet decided that H.P. Minorities Finance and Development Corporation, Shimla and H.P. Mahila Vikas Nigam, Solan should not be merged with the H.P.S.C. & S.T. Finance and Development Corporation.
23rd October,2003Cabinet decided to amend the existing rules of Himachal Pradesh Subordinate Services Selection Board with regard to maintenance of record. For this three categories have been made. According to the rules. Some important papers and other documents of the board would be kept. Permanently such as rules, proceedings of the board etc. Some documents would be destroyed after 10 years. Such as five spare copies of the question papers with keys and remaining documents would be destroyed after five years such as application forms representation, complaints etc. Earlier some record of the board used to be destroyed after three months.
  Cabinet approved creation of 33 posts of various categories in education Department for various middle schools and Senior Secondary Schools in Kangra, Bilaspur and Shimla districts.
  Cabinet approved a proposal that every district office of the Horticulture Department will be headed by Deputy Director.
 The Scheduled Castes / Scheduled Tribes Development Corporation authorized to raise loan for 86.17 crore to benefit scheduled caste beneficiaries.
  Duty of 3 paisa per unit was enhanced for commercial electricity users. This will not be applicable for domestic consumers.
  Infrastructure development Board Authorized to enhance loan of Rs. 1084 crore for development of the State.
5th,November,2003 The cabinet approved formulation of its own power policy keeping in view the present experience and future requirements so as to ensure maximum income to the State exchequer and also employment to the people which would be finalized by 31st March, 2004.
  The Cabinet decided to create new department of Science and Technology, Information & Technology and Bio-Technology.
  The Cabinet accorded permission to levy house tax by Baddi Nagar Panchayat in Solan district to enable it to generate the resources for systematic and planned development.
4thDecember, 2003Procurement price of raw wool enhanced by 20 percent. The State Wool Fedration would procure the raw wool.
  Cabinet approved separate set up for National Highways in the PWD Department. Chief Minister would head the new set up.
  Cabinet allowed use of red lights on official vehicles of Chairman and Chairpersons of Zila Parishads.
  Cabinet approved creation of 27 posts of Judgement writers for various Judicial Courts in the State.
19thDecember,2003 Cabinet approved floating of global tenders for the implementation of nine Hydro Electric Projects having generation capacity of 365 MW and approximate investment of about Rs. 2000 crores. These projects are: Sal-I (6.5 MW) ,Suil (13 MW), Kugti (45 MW) and Budhil (70 MW) in Chamba district, Shalvi (7 MW) and Chirgaon Majhgaon (46 MW) in Shimla district, Tirthan(18 MW) in Kullu district, , Tidong-I (100 MW) in Kinnaur district, and Sorang 60 MW in Kinnaur district.
  Cabinet decided to authorize private Service Stations to issue inspection certificate of fitness to commercial vehicles.
 The Cabinet decided to give part-time appointment to widows, deserted women, destitute and handicapped persons as water carrier on compassionate grounds.
  The Cabinet approved filling up of 62 posts from amongst visually impaired persons against one percent reservation in Government services provided they fulfil the requisite qualifications.
15th January, 2004 Cabinet gave approval for creation of 22 posts of specialists (10 posts of Anaesthetists, 7 posts of Gynaecologists, 5 posts of surgeons) for various Health Institutions the State so as to provide specialised medical services to the people nearer to their homes. Cabinet also approves filling up of 45 posts of MBBS doctors and 45 posts of Dais, with a view to rationalize health institutions in the State Cabinet decided to rename of Primary Health Centre-I and II as ' Primary Health Centres' as a common name. Community Health Centres would now be called as Civil Hospital. District Hospital would continue to be named as District Hospital.
  Cabinet decides to set up high-level Committee for single window approval for setting up medium and large-scale industrial units in the state so that speedy industrialization is ensured in the State
  Cabinet approved teaching and English from Ist. Class from next academic session in the Government schools of the Pradesh.
  Cabinet gave approval to open 136 new veterinary dispensaries in various parts of the State.
  Cabinet approved appointment of 1800 new Panchayat Sahayaks to be employed by Panchayats themselves.
  The Cabinet gave approval to appoint 70 Forest Guards in the forest departments on compassionate grounds. Earlier, employment on compassionate ground in Forest Department was given as a clerks and Class-IV only.
5th February, 2004Cabinet gave approval to appoint daily wage workers for 89 days in the Department of PWD, IPH, Forests and other Departments which have the budget provision to complete the ongoing projects.
  Cabinet decided to make all the part time workers as daily wage worker who have completed 10 years except Department of Education.
 Cabinet decided to give grant for construction of Mahila Mandal and Yuvak Mandal Bhawans in phased manner.
15th February, 2004Cabinet approved the policies and norms for opening of new JBT training schools in private sector. The norms provides for maintaining the standard of training including infrastructure and trained faculties.No objection certificate will be issued by the Government after all these norms are fulfilled.
28th February, 2004Cabinet decided to impose ban on lotteries with in the territory of Himachal Pradesh.
  Cabinet approved opening of IPH Sub division at Raja-Ka-Talab in Nurpur Tehsil of Kangra district, Sub-Employment Exchanges at Fatehpur in Jwali Tehsil of Kangra District and Sujanpur in Hamirpur District.
 Cabinet approved the excise policy for the year 2004-05 .Salient features are as:-
 
  • Excise duty on Foreign Liquor has been increased marginally.
 
  • No hike in the assessed fee on liquor sold to Armymen /Ex-servicemen through CSD canteen. Permits to the people in Tribal areas for manufacture and consumption of local liquor made more simple that instead of yearly permits people can now have five/ten yearly permits.
 
  • With a view to give boost to tourism liberal policy of bar licenses will continue and duty on ready to drink bewerages, reduced to facilitate lighter drinks instead of hard drinks.
 
  • Ban on drinking in public places will be observed strictly. 14 vends will be closed and another 5 vends will be shifted during the year 2004-05. In order to encourage export of liquor, export duty has been slightly reduced.
31st May, 2004The Himachal Pradesh Cabinet approved grant of 173 new routes for inviting applications from general public for operation of bus services with a view to provide adequate bus services to the rural populace in the State.
  The Cabinet approved introduction of the Himachal Pradesh Motor Vehicles Taxation (Amendment) Bill, 2004 in the ensuing Vidhan Sabha Session. It envisages to provide for definition of terms for various type of transport vehicles, define the term "price of motor vehicle' for adopting uniform procedure by all Registration and Licensing Authorities etc.etc.
  Cabinet approved the allotment of 22 small hydro projects upto 5 MW with an aggregate capacity of 45 MW to 18 private sector companies. These allotments are expected to bring an investment of about Rs. 270 crores in the next five years in this sector out of these eight companies are Himachal based. This decision would go a long way in harnessing of 750 MW power. State Government would get royalty at the rate of 10 percent after the first 15 years of commissioning. These projects would generate employment opportunities for the local people.
  The Cabinet also approved cancellation of MOU signed with M/s. Jindal Hydro Electric Company Ltd. for investigation and implementation of 100 MW Sainj Hydro Electric Project and nine MW Fozal signed with M/s Cosmos Consultancy Ltd. in Kullu district because the companies failed to submit the Detailed Project Report on due date.
  The Cabinet decided that Sainj project shall be constructed in the State Sector by State Electricity Board and it was also decided that no project shall be constructed on Tirthan river in Kullu district.
 The Cabinet decided to raised the authorised capital of Schedule Castes and Schedule Tribes Development Corporation from Rs. 30 crores to Rs. 40 crores.
  The Cabinet approved substitution of the Word " Batoerha" by "Batehda" as " Batehda" community residing in Tehsil Jogindernagar, Naggar, Palampur, Nagrota, Dharamsala and Kangra were being deprived off getting benefit of reservation in Government services as it meant for the members of Other Backward Classes due to entry in the revenue record as "Batoerha".
 The Cabinet approved that people of BEDA Castes/Community who were earlier enjoying the status of Other backward Classes as these Communities have been included in the list of Schedule Tribes by the Government of India.
  The Cabinet gave approval to amend existing Section 61-A and insert new Section 61-B in the Punjab Excise Act 1914 as applicable to the State of Himachal Pradesh with a view to reduce the tendency in Courts and also to reduce the work load of investigating and prosecution agencies.
  The Cabinet approved increase of Saman Rashi of living freedom fighters from Rs. 1000 to Rs. 1500 per month, enhancement ex-gratia on death of freedom fighter from Rs. 1000 to Rs. 5000 and enhancement of grant of marriage of daughters and grand daughters of freedom fighter from Rs. 5,000 to Rs. 10,000 w.e.f. Ist April, 2004 .
  The Cabinet also approved the continuation of Krishi Bima Yojna for Khrif crops in the State during this year.
20th July,2004The Himachal Pradesh Cabinet approved the Market Intervention Scheme for apple-2004 with a view to ensure that the growers get remunerative prices of their produce in various terminal markets and to check the exploitation by middlemen The scheme would be implemented from Ist August 2004 to 31st October 2004. Under the scheme, Marketable Apples will be procured at the rate of Rs. 4.25 per kg in 20 kg,. Bags at 175 apple collection centers to be set up in District Shimla, Kullu, Mandi, Kinnaur, Lahaul-Spiti, Sirmaur, Kangra and Solan districts. The procurement agencies for operation would be HPMC and HIMFED and the fruit would be procured only from those orchardists who possess horticulture card and no fruit would be procured from the contractors
  The Cabinet approved a new Transport Policy,2000. With this policy, the Transport Department shall be able to move towards a balanced development in this sector. This will provide mobility with choice, comfort, convenience, frequency, safety and pollution free environment.
  The Cabinet also approved that all Government land required by the Himachal Pradesh Bus Stands Management and Development Authority for the purpose of Bus Stands in the Pradesh will be leased out to the Bus Stands Authority at a token lease amount of Rs. One per month for entire period of lease under the provisions of Himachal Pradesh Land Lease Rules, 1993 so that it does not face any financial constraints in construction of modern Bus Stands in the Pradesh and development/expansion of existing ones.
  The Cabinet approved charging of token tax on Recovery Vans of private individuals at the rate of Rs.4000 per annum, for light recovery van, Rs. 5000 per annum for medium recovery van and Rs. 6000 per annum for heavy recovery van.
  The Cabinet approved opening of a permanent Police Post at Loohri under Police Stateion Anni, Distt. Kullu. The area of this Police Post is about 1965 hectare and touches the boundaries with districts Shimla and Mandi. The importance of this place is immense since the road from Mandi Rampur, via Karsog is open for all weather.
  The Cabinet gave approval for Himachal Pradesh standards of Weights and Measures (Enforcement) Rules,2004 by repealing the Himachal Pradesh Weights and Measures(Enforcement) Rules,1988.
  The Cabinet decided to reduce the existing rate of Sale Tax on Transformers & Transmission Conductors from 12 per cent to 4 percent.This decision is in conformity with the Empowered Committee Decisions on uniform floor rates. The Cabinet decided to enhance the income limit of creamy layer from Rs. 2.00 lacs to Rs. 2.50 lacs in the State of Himachal Padesh. The people belonging to Other Backward Classes with less income will be benefited by this enhancement.
7th July,2004The Himachal Pradesh Cabinet gave approval for filling up of 744 posts of Trained Graduate Teachers on regular basis and 1597 posts of teachers on contract basis under the " Para Teacher Policy-2003" These include 258 lectures in various categories. 496 Trained Graduate Teacher, 830 craft, Vernacular and 13 DPE. Besides, it also gave approval for promotion of 1492 teachers of various categories. This decision of the Cabinet would provide employment to 3,833 persons in the State.
  The Cabinet gave approval to exempt the stamp duty and fixed a nominal registration fee of Rs. 10 on the deeds of hypothecation i.e. mortgage without possession executed in favour of H.P. Regional rural Banks, by the State Government employees, the employees of H.P. Government Sector Undertakings and the employees of autonomous bodies for securing house building loans for construction of purchase of a dwelling house for their own use, as well as on such deeds executed by agriculturists for securing loans upto Rs. 60,000 for agricultural purposes and Rs. 1,00,000 for the purchase of tractors and other farm implements.
 The Cabinet approved reducing the rate of registration fee @ 0.1 percent of the consideration amount of conveyance deeds to be executed in favour of H.P. Housing Board by those allottees of erstwhile Nagar Vikas Pradhikaran in whose favour the lease deed have been executed by the Pradhikaran in the past.
  The Cabinet approved the proposal for execution of five hydro electric projects of 249.5 MW capacity, two by the Himachal Pradesh State Electricity Board and three in the Private sector. The project entrusted to the HPSEB are 6.1 MW Sal-I and 13 MW Suil both in Chamba District and project entrusted to the private sector parties are 100 MW Tidong, 60 MW Sorang both in Kinnaur District and 70 MW Budhil in Chamba District in the project to be executed in the private sector, employment shall be provided by the Project authorities to the local people in skilled and unskilled categories.
  The Cabinet decided to grant S-1 License/L.O.I. for producing Fruit and Vegetable based Cider/Wine to M/S Green Valley Cider Pvt. Ltd. Taradevi, Simla at Shoghi. District Shimla, M/S Golden Agro Winary Ltd. Bhatinda at Dochi District Solan, M/S Green Hills Co-operative Society Ltd., Mohal, Kullu at village Mohal, District Kullu and M/S Hygeia Fruit and Vegetable Processors Ner Chowk ( Ratti), District Mandi.
  Cabinet also approved the proposal to grant license/ L.O.I to M/S Aarddvirk Beverages Pvt. Ltd., Henlay Cinema Complex near Friends Colony. New Delhi to produce ready to drink Beverages fruit based Cider/ Wines at Barotiwala.
27th August,2004The Himachal Pradesh Cabinet approved the Agreement and Resettlement and Rehabilitation Scheme for 400 MW Rampur hydroelectric Project to be executed between Government of H.P. and Satluj Jal Vidyut Nigam Ltd. with 30 percent equity of Himachal Pradesh.
  The Cabinet also approved the allotment of 27 small hydro projects, with an aggregate capacity of 88.15 MW to 27 private sector companies. These allotments are expected to bring an investment of Rs. 528 crore in the next five years.
  In addition to the revenue generation to the State Government on account of royalty @ 10 percent after fifteen years of commissioning, these projects will also generate employment opportunities for the local people. The positive spin-offs of such projects include opening up of the hinterland, economic growth of far-flung areas, rise of business opportunities for the local populace, etc. With the commissioning of these projects, the voltage profile of the local areas is also likely to improve, thereby providing a solution to an extent to the low voltage problem in certain areas of the State.
  The Cabinet approved inclusion of new clauses in the MOUs pertaining to employment provisions for Himachalis, laying down milestones and consequential action in case of non-achievement of these, the quantum of Earnest Money deposit etc. to be signed for new hydel projects. In the executive jobs, other things being equal such as eligibility criteria including qualifications, preference should be given to the candidates with knowledge of local customs dialects etc.
  The Cabinet with a view to link difficult and tribal areas with communication network decided to reduce the reimbursement charges for lying optical fiber cable, approved the amendment of Right of way policy of H.P. Government for only with respect to laying of Optical Fiber Cable on kacha portion of roads and to provide for free bandwidth upto 2mbps at Block Headquarter also in addition to District and State Headquarters.
14th Sep.,2004 Himachal Pradesh Cabinet approved filling up of 100 posts of Junior Engineers in the Irrigation & Public Health Department on contract basis with a view to strengthening the functioning of the department so as to benefit the people in the State.
  The Cabinet gave approval for adopting the Accural System of Accounting/ Double Entry System of Accounting by the Municipal Corporation Shimla and 20 Municipal Councils in the State in the first instance which will be extended to other Municipal Committees only.
  Presently, all the Urban Local Bodies (ULBs) are preparing the accounts on cost basis wherein revenue is recognized on actual receipt and expenditure is booked an actual payment, which means that these Urban Local Bodies (ULB's) are preparing receipt and payment accounts only and balance sheet is not prepared. This system is called " Single Entry System of Accounting". The Major disadvantage of the singly entry system is that arithmetical accuracy of accounts could not be tested as no trial balance is prepared out of each and personal accounts. Thus the single entry system of accounting does not present the true and fair picture of the affairs of the municipality.
  The Government of India, Ministry of Urban Development and Poverty alleviation formed a "Task Force" to have its recommendations/ suggestions for switching over to the new system " Double Entry system/ Accrual System". The task force so formed by Government of India recommended to introduce' devise and improve new accounts to have effective management information system concerning the Urban Local Bodies. The Task Force has suggested a comprehensive list of Budget formats for Urban Local Bodies with Major and Minor heads with codes for Urban Local Bodies, to ensure uniformity of maintenance of accounts by urban local bodies throughout the country.
  The Cabinet gave approved to declare the foodgrains received under the " Sampoorna Grameen Rozgar Yojna" (SGRY) as a " Relief Programme" for the purpose of exemption from payment of sales tax on the foodgrains received under the Scheme.
  The Cabinet in view of the difficulties faced by the department on account of implementation of para-15 of the deviation policy dated 24.9.2003 regarding preparation of working plan in respect of private land falling within the 10 years felling programme adjoining to the Government Forests gave approval to withdraw the same in order to mitigate the problem being faced by the private land owners.
19th October,2004The Himachal Pradesh Cabinet in its meeting held here today gave approval for filling up of 100 posts of MBBS doctors and 14 posts of Medical Officers, Dental in the Health Department. These all doctors will be posted in the far-flung areas of the State so as to ensure better health care facilities to the people.
  The Cabinet gave approval to Bir-Billing area as Special Area Development Authority with a view to ensuring systematic development of the area keeping in view the importance it was getting due to Para Gliding potential all over the world. It observed that the development activities are coming up fast in Bir-Billing Area and its close vicinity. Bir-Billing being a site for adventure sports such as para gliding requires plenty of free space. Moreover there is no statutory authority to look after the civic affairs of this area at the movement.
  The Cabinet decided to extend Theog planning as a lot of development activities are coming up in haphazard manner on both sides of Hindustan- Tibet Road in between the limits of Special Area, Kufri to existing Theog Planning Area. To control and regulate these activities in a planned manner and keeping in view the tourist potential of the area, it is essential that limits of Theog Planning Area be extended to areas along the National Highway-22 from the boundary of Bani revenue village to existing Theog Planning Area.
  The Cabinet also decided to designate Ghanahatti Area as Special Area Development Authority. It observed that fast development is taking place beyond Municipal limits from Totu to Ghanahatti. To regulate the developmental activities and also basic amenities like provision for cleanliness, drainage, solid waste removal, provision for community toilets, construction of roads and paths etc. in this area the authority to be constituted. At present the development in this area is being regulated by the Town and Country Planning Department.
  The Cabinet approved the proposal of Cooperative Department for recommending the proposal of Himfed to avail NCDC financial assistance amounting to Rs. 953.81 lacs in the shape of long-term loan. This will strengthen the Himfed to improve its commercial activities.
29th November, 2004The Himachal Pradesh Cabinet approved new Industrial Policy of the State Government and the Incentives Scheme with a view to accelerating the pace of development in the State and to create an environment which attracts investment to the State.
  The Cabinet gave approval to appoint 76 trained JBTs on regular basis against vacancies.
  The Cabinet with a view to simplify tax structure and relief to people in tribal, remote and difficult areas approved replacement of existing three slab system by two slabs upto 250 kms and over 250 kms respectively for taxation of carriage of goods by road.
  The Cabinet gave ex-post facto approval for signing Power Purchase Agreements with NHPC in respect of Parbati Stage-II (800 MW), Chamera-II (300 MW) and Chamera-III (231 MW) enabling State Government to get allocation of 3.67% "State of Region" Share and 15 % unallocated Central Share from these projects.The agreements in respect of Parbati Hydroelectric Project State-II 800 MW and Chamera-II and III (300 MW and 231 MW) Hydroelectric Project respectively were signed between Government of Himachal Pradesh and National Hydroelectric Power Corporation Ltd. ( A Govt. of India Enterprise) on 20.11.98, 5.7.2001 and 20.12.2000 respectively. As per the Policy of Ministry of Power, Govt. of India 15% of the energy generated from these Projects during winter months, which is at their disposal, shall be allocated to the State Government subject to payment. This is in addition to 12% free power and the share of the Himachal Pradesh as a Constituent "State of Region" as per Central Power Sharing Formula, which will also be subject to payment.
  The Cabinet approved the proposal to terminate the Implementation Agreement/Tripartite Agreement signed with the M/S. Dhamwari Sunda Power Company for non fulfilling the obligation of Implementation Agreement signed for execution of 70 MW Dhamwari Sunda Hydro Project in Shimla district. The Implementation Agreement was signed on 18.10.1996 and company was required to fulfill obligations such as obtaining statutory clearances and failed to sign the Power Project Agreement (PPA). The company had also failed to deposit Rs. 2.20 crores as security deposit also.
  The Cabinet gave approval for execution of 465 MW Luhri and 450 MW Khab-I Hydroelectric Projects on Satluj basin in joint venture between Govt. of Himachal Pradesh and Satluj Jal Vidyut Nigam Ltd
  The Cabinet approved issuing of letter of Intent/Licence for the manufacture of Indian made Foreign Liquor Bottling Plant at Sneraha in Tehsil Nalagarh of District Solan in favour of M/S. Zyme Liquor Private Ltd., New Delhi. This unit will provide job opportunities as the unemployed of the area and will bring direct and indirect benefits to the State.
15th December, 2004 The Himachal Pradesh Cabinet gave approval to appoint 85 Ayurvedic Medical Officers on contract basis with a view to provide better medical facilities to the people in far-flung areas of the State.
 The Cabinet approved creation of one post of Senior Scale Stenographer and one post of Election Kanungo in Election Department of the State.
  The Cabinet gave approval to open 2906 Early Childhood Care and Education Centres in the areas where no Early Childhood Care Facility (like Anganwadi, Balwadi, Creche, Kindergarten, Nursery School etc.) has been provided either by Govt./N.G.O. or private persons. To run these centers, Part Time "Lady Shishu Palak" would be appointed on contract basis.
  The Cabinet decided that the subsidy on Electricity Tariff to domestic consumers be provided for the year 2004-2005. It was also approved that the Himachal Pradesh Electricity Regulatory Commission (HPERC) be approached for exemption of consumer services charges to Below Poverty Line (BPL) families at par with Antodaya families.
  The Cabinet decided that the rate of CST @ 1percent be applied on all sales for use in Telecommunication network, subject to production of form 'C' and form 'CC'. It has also decided that the rate of sales tax under the HPGST Act be reduced to four percent for use in Telecommunication network.
 The Cabinet gave approval for setting up of Transport Barriers at entry points at Baddi (district Solan), Kala Amb (district Sirmour) and Tanu Hatti (district Chamba) in the State to curb mass sale tax erosion being taken place. The setting up of these barriers will generate additional revenue to the tune of Rs. Three to four crores annually.
  The Cabinet approved the Himachal Registration of Marriages Rules, 2004. Henceforth, it would be compulsory to get the marriages registered with the Registrar of Marriages appointed by the Government for the purpose. This is a step forward towards the welfare of women.
  The Cabinet approved the Policy for fixing the Norms and Standards/Guidelines with regard to issue of No Objection Certificates for the opening of B.Ed. College in the Private Sector on regular basis, in the State of H.P. on Self Financing Scheme basis.
