Haroli gets Medical college

The Cabinet in its meeting held here today decided to increase the stipend of the intern students of IGMC & HP government Dental College, Shimla and Dr. Rajinder Prasad Government Medical College, Tanda.

The Cabinet was chaired by Chief Minister Virbhadra Singh.

The rates of stipend were enhanced from present Rs 8000 to Rs 10,000 benefiting the interns in medical colleges and dental college of the State.

 In order to ensure the services of specialists in various medical institutions in the State the Cabinet also decided to make amendment in the policy of post graduation degree/diploma courses in Government run medical and dental colleges of the State.  The mandatory service period in Pangi, Bharmour, Tissa, in all medical blocks of Lahaul & Spiti, in Medical Blocks of Chirgaon, Nerwa and Tikker and in Chohar Valley of Padhar Block has been reduced to one year from the existing two. In Bhabanagar medical Block of Nichar, Nirmand and Ani, Karsog and Jhanjeli medical blocks, in Pukhri, Choori, Kihar and Samote Medical blocks of Chamba, in Shillai and Sangrah, in Mahakal medical block of Kangra, in Nankhari, Matiana, Kotkhai and Kumarsain medical blocks the mandatory service period has been reduced to Two years instead of existing three years. The department also proposed to insert a provision that Medical officers who are proceeding to pursue PG Degree/Diploma under 1,2,3 and Four years mandatory services condition will have to serve for one more year in the district hospital/civil hospital from where they proceed for doing PG Degree/Diploma courses after completion of PG Degree and Diploma courses.

Besides, the Mandatory service period in other medical blocks of the State, (excluding the above) the service period has been reduced to three years.  Within the limits of Shimla MC & Solan Municipal Council and within Baddi-Barotiwala, Nalagrah notified areas the service period has been reduced to Four years from the existing five.

Nod was given by the Cabinet to grant four-tier pay scale to Medical Officers by counting ad-hoc/RKS services.

The Cabinet also gave nod for regularization of services of Rogi Kalyan Samitis (RKS) employees of IGMC, Shimla

It also gave its nod to set up a Medical College at Haroli in Private Sector.

 The Cabinet also decided to create three posts of Para-medical staff in Primary Health Centre, Churag in Mandi district.

It also approved enhancement in bed capacity from existing 100 to 200 beds in district hospital Solan.

It also decided to open PHC at Patlikhul in district Kullu and also to create three posts therein on contract basis. The Cabinet gave its nod to increase the bed capacity to 50 from existing 20 beds in CHC Kaza.

CABINET REVIVES ECO-TOURISM POLICY

In order to provide self employment opportunities to the youth of the State and to open new areas for the tourists visiting the State the Cabinet decided to revive Eco-tourism Policy, 2015 subject to the condition that the forest department will get the selection of sites, terms of agreement etc and get it vetted from the tourism department.

As per estimates roughly 160 lakh tourists visit the State every year and the objective of eco-tourism policy is to implement community based eco-tourism concept with the involvement of local communities, voluntary organizations, staff of the Himachal Pradesh Forest Department and other departments as well. Besides, create a platform for connecting the State, local communities and private enterprises committed to achieving the goals of eco-tourism, through public private partnership, to link village-tourism with nature tourism so that the income accrues to the local people, to decongest the over-loaded tourist places so that the benefit of tourism is spread to the other potentially viable areas including rural areas and create appreciation, education and awareness of natural heritage of the State, besides preserving and protecting the natural heritage, both flora and fauna of the State and enhance livelihoods of local people together by generating resources for sustainable development of forest wealth through Himachal Pradesh Eco-Tourism Society.

Decision was taken by the Cabinet to revive the policy for passing of Timber from the Stock of private parties who purchase timber from HP State Forest Development Corporation through open auction.

Nod was given by the Cabinet to impart training to ITI’s and Polytechnic trainees under the ‘Pradhan Mantri Kaushal Vikas Yojna’ (PMKVY). The objective is to encourage skill development to youth by providing monetary rewards for successful completion of approved training programme and encourage standardization in certification process.

Unanimous decision was taken to enter into agreement with M/s Cube Software Pvt Ltd. Noida for providing online booking facility to hotels in the state and Toll free tourist help-line/ call centre.

It was decided in the Cabinet to enter Memorandum of Understanding (MoU) with Rba Horticulture (India) Ltd. for conducting techno-economic feasibility studies on cultivation of Avacado, Golden Kiwi and White Strawberry in Himachal Pradesh and for diversification, modernization and development of the Horticulture Sector in some districts of the state for increasing the production and income of farmers in these areas.

The Cabinet decided to enter into an agreement with Solar Energy Corporation of India and HP State Electricity Board Ltd to form a Joint Venture Company (JVC) under the name and style “Himachal Pradesh Solar Power Corporation Pvt Limited” for construction of 2.5 MW Hybrid (Solar & Wind) Power Plant with large battery storage at Kaza in Lahaul and Spiti district and other Renewal Power Projects in the State.

The Cabinet also decided to increase  the timeline of Small Hydel Electric Projects upto 5 MW so as to give them extra time for completion of projects especially in Lahaul & Spiti and Pangi valley of Chamba district.

 The Cabinet also approved to lease out the Government land to M/S Ambuja Cements Ltd. for construction of infrastructure at village Navagraon and Ratyour in Nalagarh.

Approval was given to enhance the annual income limit of  Rs 35,000 from existing Rs 15,000 for grant of pension to war widows and veterans of world war II .

It was decided in the Cabinet to grant higher grade pay to the various categories in Labour and Employment department.

It also approved the recommendations of the Tree Authority Committee to fell, remove or lop dangerous trees in the limits of Shimla Municipal Area.

The Cabinet also  decided to open sub-tehsil in Kalol in Bilaspur district and to upgrade Dadhu Sub-Tehsil to Tehsil as per the announcement of Chief Minister on 23rd Sept., 2015.

The Cabinet approved opening of New Government College at Rey in district Kangra and creation of posts therein.It also decided to take over the services on teaching and non-teaching staff of pandit Anant Ram Degree College, Baroh in district Kangra on contract basis.

The Cabinet also accorded approval for inclusion of State Forensic Science Laboratory in the business of Government of Himachal Pradesh (Allocation Rules 1971) and be named as the Department of Forensic Science.

Approval was accorded to construct a PWD Rest House at Deothi (12/20) in Tehsil Rampur in Shimla district and for addition and alteration of  PWD Rest House at Sunni.

It also decided to open a new HPPWD  Sub-division at Baroh in Kangra district and posting of necessary staff by internalization.

It also decided to open Special Land Acquisition Units at Shimla, Paonta Sahib in Sirmaur and Shahpur in Kangra district for National Highways.

Decision was taken to re-organise HPPWD circles  Mandi, Joginder and Palampur with the amendment that Sarkhaghat division be attached with 1st circle Mandi.

VETERINARY HOSPITALS AND DISPENSARY

The Cabinet also decided to upgrade Veterinary dispensary at Dari in Dharamsala  to Veterinary hospital and to fill  post of Veterinary Officer and other staff.

It also decided to open one veterinary dispensary each in village Uthragran, in GP Narwana and in village Gamru in Dharamsala and filling and creation of posts therein. Besides it also gave approval to open of Veterinary dispensary  in Sanwal in GP Sanwal and in Jeuri in GP Charada in Churah in district Chamba along with requisite staff.

 

CREATION AND FILLIING OF JOBS  AS APPROVED BY THE CABINET  

 

  • Cabinet decided to create one post of Executive Officer in place of Secretary for Nagar Parishad Ner-Chowk.
  • Filling up of eight vacant posts of drivers in Sainik Welfare Department.
  • Creation of One post of Officer-on-Special-Duty to Governor Himachal Pradesh on co-terminus basis.
  • Cabinet approved filling up of six vacant posts of Assistant Professors in Government Medical colleges through direct recruitment.
  • It approved creation of one post of Assistant Professor (Medical Oncologist) in IGMC
  • The Cabinet also approved creation of 12 posts of Psychiatrists for all district hospitals.
  • It also approved creation of one post of Ophthalmic Officer on contract basis.
  • The Cabinet also gave its approval for converting 12 posts of Junior Contract coaches to regular posts as per guidelines of department of personnel.
  • The Cabinet approved conversion of one existing post of marriage councilor to Estate Officer in High Court.

  • The Cabinet gave nod to upgrade three posts of Senior Assistants, one post of Junior scale stenographer and two posts of Steno-typists in Prosecution department.
  • Cabinet approved creation of one post of Assistant Sub-Inspector for government railway police post at Una.
  • It also approved for creation of eight posts of daily paid Beldars in Yak Breeding Farm at Lari in Spiti.
  • It also approve to create and fill up one post of Law Officer, one post of Junior Officer Assistant (IT) and one class-IV post in Directorate of SCs, OBCs and Minority Affairs, Shimla.
  • It approved filling up of two posts of class IV on daily wage basis in Directorate of Health Services.

AMENDMENTS AND ACTS

  • The Cabinet decided to amend Part-II of schedule-A appended to the HP VAT Act, 2005
  •  The Cabinet also decided to amend Appendix III under rule 10(1)  of H.P. Administrative Service Rule, 1973 regarding change in pattern & syllabus of the Main Examination of HAS etc and other competitive examinations on the analogy of main examination of Indian Administrative Services.
  •  The Cabinet also gave its approval for Himachal Pradesh Maintenance of Parents and Dependants (Amendment) Bill, 2010. The Act provides establishments of Old age homes, provision for Medical assistance of senior citizens.
  •  Approval was accorded in principle to amend the Himachal Pradesh Subordinate Courts Employees (Pay, Allowances and other conditions of service) Act, 2005, however, the matter will be brought as a regular bill in next session of Vidhan Sabha.
