H.P. Cabinet Decisions

The State Cabinet in its meeting held here today decided to implement National Education Policy-2020 in the State to prepare students of the State for 21st century where critical thinking will determine the future of the Nation.

Chief Minister Jai Ram Thakur presided over the meeting.

The Cabinet thanked the Union Government led by Prime Minister Narendra Modi for bringing New Education Policy-2020 which envisages making job creators not job seekers and will motivate the students to move away from rote learning to critical thinking. The policy also envisages new curricular structures to inculcate scientific tamper and mathematical thinking in the students, besides increasing public investment on education from 4.43 percent to 6 percent of GDP. It also decided to constitute a Task Force under the chairmanship of Education Minister with 27 other members and State Project Director (SS) as its Member Secretary for implementation of this Policy in the State.

The Cabinet gave its approval to do away with Plan and Non Plan classification of budget in the State which is in existence presently, from the financial year 2021-22. It will be now classified into Capital and Revenue expenditure only. The Scheduled Caste Sub Plan (SCSP), Tribal Area Sub Plan (TASP), Backward Area Sub Plan (BASP) and Regional and Decentralized Planning Programmes will be renamed as Scheduled Caste Development Programme (SCDP), Tribal Area Development Programme (TADP), Aspirational Blocks Development Programme (ABDP) and Regional and Decentralized Development Programmes respectively. The implementation arrangements for Scheduled Caste Development Programme, Tribal Area Development Programme, Aspirational Blocks Development Programme and Regional and Decentralized Development Programmes (VKVNY, VMJS, SDP and MMGY) will remain the same as they exist today for implementation of the SCSP, TASP, BASP, SDP, VKVNY, VMJS and MMGPY, respectively. Budget allocations under Tribal Area Development Programme, Scheduled Caste Development Programme, Aspirational Block Development Programme and Regional and Decentralized Development Programmes will be made in Demand Nos. 31, 32 and 15 respectively. The allocation of budget for the next financial year will be in proportion of 9 percent under Tribal Area Development Programme (TADP) and 25.19 percent under Scheduled Caste Development Programme (SCDP) of the sum total of budget under all those heads of development which are currently the part of Annual Plan.

It gave its nod to provide one time relaxation in the guidelines under National Food Security Act, 2013 for identification of beneficiaries under BPL/Priority Households by authorising Gram Panchayats to select additional BPL/Priority Houses without holding Gram Sabhas and reducing the period of filing appeal to 7 days instead of 15 days and also completion of selection process by the Gram Panchayats and Urban Local Bodies be reduced to 15 days from one month. 

To develop and upgrade skills for rural entrepreneurs belonging to general category, scheduled tribe category and Other Backward Classes in Rural Engineering/Economy Based Industries so that they may engage themselves in gainful employment ventures after getting training in local occupations, the Cabinet gave its approval for State Rural Engineering Based Training Programme in the State.  

It gave its approval to amendments in Mukhya Mantri Swavlamban Yojna 2019 to make it more attractive and lucrative with a view to promote self employment opportunities in the State and to provide livelihood to local youth by encouraging local entrepreneurship. This would benefit lakhs of youth of the State in the age group of 18 to 45 years.

The Cabinet decided to insert sunset clause under Section-15 ‘Concessional Rate of Electricity Duty’ and Section-16 ‘Concessional Rate of Electricity Charges’ in the Himachal Pradesh Industrial Investment Polciy-2019’  as 31.12.2022 to facilitate the new enterprises to be established and existing enterprises undergoing substantial expansion to avail the benefits under concessional rate of Electricity Duty and Electricity Charges.

It also provided its consent to open Sub Divisional Office (Civil) at Kasauli in Solan district to facilitate the people of the area.

With a view to promote sports activities and keep youth of the State from drug abuse, the Cabinet gave its approval for draft of Mukhya Mantri Yuva Nirman Yojna, 2019. Under this scheme two multipurpose stadiums would be constructed in every Vidhan Sabha area of the State with a cost of Rs. 15  lakh each.

  The Cabinet gave its approval to purchase one garbage compactor, one dumper placer and one garbage collector vehicles for Nagar Parishad Una for maintaining proper hygiene in Una town.

  The Cabinet gave its nod to provide government guarantee to HPSEB Ltd. to raise loan of Rs. 455 crore from Power Finance Corporation on usual terms and conditions for clearing various dues.

It decided to amend the Himachal Pradesh Town and Country Planning Rules, 2014 with respect to open to sky parking on 50 percent front setback which allows the owners to construct temporary steel frame structure/ramp on 50 percent frontage of such setback for open to sky parking.

The Cabinet gave its approval to open office of Block Development Officer at Tutu in Shimla district by reorganizing Mashobra and Basantpur blocks alongwith creation of 10 posts of different categories to manage this office. This has fulfilled the long standing demand of the people of the area.

It gave its nod to tripartite Short Term PPA to regularise the power flow period with effect from1st September, 2019 to 27thDecember, 2019 at a tariff of Rs. 3.72 per unit of Government of Himachal Pradesh share of power entitlement of 233.5 MW in Nathpa Jhakri Hydro Power Station and Rampur Hydro Power Station to West Bengal State Electricity Distribution Company Limited through Tata Power Trading Company Limited at trading margin of Rs. 0.0235 per unit.

The Cabinet gave its consent to create and fill up 10 posts of physiotherapist, one each in all district hospitals of the State excluding Kinnaur and Lahaul-Spiti districts.

The Cabinet gave its nod to fill up three posts of Junior Technician (Weaving Master) in Prisons and Correctional Administration Department on contract basis through direct recruitment.

It accorded its approval to fill up 18 posts of different categories in Economics and Statistical Department on contract basis.

It also decided to fill up five posts of drivers in Excise and Taxation Department on daily wages.
