State government emphasizes on quality education & skill development

State Government has accorded top priority to Education Sector as it is considered a foundation of overall human development. Besides appropriate enhancement in year to year allocation for this sector, numerous educational institutions have been opened in far-flung, tribal and hard areas of the state so as to provide education near to their door step to the students.  A provision of Rs. 5077 crore has been earmarked for education sector for the current financial year.

 

'Sarv Shiksha Abhiyan' is effectively being implemented in the state so as to ensure elementary education to all the children. Employment oriented courses are being introduced at school level for ensuring skill development of the students.

 

National Vocational Education Qualification Framework, self defence scheme for girls, Information-Communication-Technology        (ICT) scheme and Svayamsidham programme have been proved beneficial for the overall development of the students and teachers as well. For ensuring qualitative education and skill development, neo vocational subjects are being included into study curriculum and teachers are also being imparted adequate training in all spheres.

 

State government is giving due attention on skill development of youth.  Under National Vocational Education Qualification Framework scheme, vocational courses with seven different trades including automobile, health services, IT/ITES, retail, security, tourism and agriculture have been started in 200 schools in the first phase. This scheme would further be extended in 300 more schools during 2015-16. Skill education scheme has been launched with a view to provide education & training in computer, self defence and traditional arts for the girl students. Under this scheme, 10 Kasturba Gandhi Balika Vidyalaya have been established in backward education blocks in the state. MoU have been signed with Himachal Pradesh Police and NGOs under self defence training programme for the girls and 96075 girls have been trained so far.

 

All those students enrolled in the government schools have been covered under 'Baseline and Terminal Assessment Survey so that study level assessment could be made to identify the shortcomings and bringing  improvement accordingly.

 

Sustained comprehensive evaluation system introduced in the education has significantly improved the quality of education and state has been adjudged amongst the leading states of the country in implementing primary & elementary education.

 

As many as 4942 children deprived of the education were again enrolled in the schools to bring these into the mainstream after organizing counseling & motivational camps under sarv shiksha abhiyan and  rupees 1.2 crore  were spent on these camps. The endeavors of the  government resulted into bringing down the drop out rate to 0.6 percent and achieved 99.53 percent retention rate in the state.  

 

Swayamsidham programme has been launched in 628 ICT enabled schools to improve teaching-learning process. A web portal has been created which enables the teachers to upload the problems they face during  teaching and these uploaded queries are resolved by the subject specialists. This portal is proving time savior for the teachers and simultaneously providing training to them within the school complex. This scheme would further be extended in 1525 more schools in the state during current financial year.

 

With a view to improve leadership quality, capability enhancement, time management, implementation of Right to Education (RTE), school administrative & accounts management, formulation of SMC norms, developmental schemes for the school, implementation of Performance Information Management Service (PIMS) and RTI etc., training programmes have been initiated for the school headmasters. Principals of 250 senior secondary schools have been associated with this training programme.

 

With the effective implementation of the various programmes and schemes the state has been ranked amongst the leading states in the country in education sector and also come up as model state in employment oriented education and skill development.
