HP Cabinet decision

 
 
The State Cabinet in its meeting held here today under the chairmanship of Chief Minister Jai Ram Thakur decided to recommend the Governor to convene Monsoon session of Himachal Pradesh Vidhan Sabha from 19th August to 31st August, 2019 with total number of 11 sittings.
 
The Cabinet condoled the death of 13 ARMY JAWANS and one civilian in the building collapse near Kumarhatti in Solan district on 14th July, 2019. It observed two minutes silence as a mark of respect to the departed souls.  It conveyed heartfelt condolences with the bereaved families and prayed to the Almighty to grant peace to the departed souls.
 
The Cabinet gave its nod to increase the honorarium of water guards from Rs. 2100 to Rs. 3000 and para fitters and para pump operators from Rs. 3000 to Rs. 4000 engaged in Irrigation and Public Health Department. This would benefit about 6220 water guards and about 500 para fitters and para pump operators.
 
The Cabinet decided to continue Market Intervention Scheme (MIS) for procurement of apple during the current apple season to ensure remunerative prices to the apple growers. It also decided to enhance the procurement price under MIS from Rs. 7.50 to Rs. 8 per kg.  As many as 279 procurement centres would be opened in different parts of the state to facilitate the apple growers.
 
The Cabinet also decided that state level function would be organized at Shimla on the birth anniversary of first Chief Minister Dr. Y.S Parmar on 4th August, 2019.
 
In order to ensure optimum use of solar energy, the Cabinet decided to provide State subsidy of 30 percent of system cost including installation of solar water heating systems of capacities 100 LPD and 200 LPD only to all the domestic consumers in the state.
 
It decided to frame Himachal Pradesh State Construction and Demolition Waste Policy and Strategy to avoid, minimise, reuse, recycle and dispose-off construction and demolition waste and avoid and minimize construction waste through design and construction management. This would help in checking the environmental problems that arise owning to open dumping of these wastes. Under the policy, suitable land would be provided for dumping of construction and demolition waste and further its processing through private operators/agencies or by Urban Local Bodies.
 
The Cabinet decided to approve the change of equity in favour of three power projects and also cleared a policy for imposing penalty in case of change of equity and name without the approval of the government. It also decided to give a period of 60 days when the project developer can get them approved without penalty.
 
In order to regulate the business of direct selling and multi level marketing and strengthen the existing regulatory mechanism on direct selling and multi level marketing for preventing fraud and protecting the legitimate rights and interests of the consumers, the Cabinet decided to approve Himachal Pradesh State Direct Selling Guidelines, 2019.
 
It decided to start Post Graduate classes in Government Degree College, Paonta Sahib in Sirmaur district in Political Science from academic session 2019-20.
 
The Cabinet gave its approval to start Post Graduate Classes in Political Science and History in T.S. Negi Government Degree College, Rekong Peo in Kinnaur district from academic session 2019-20.
 
The Cabinet approved to start science stream in Government Senior Secondary School, Salot in Mandi district and Government Senior Secondary School, Jamna in Sirmaur district. It also decided to start commerce classes in Government Senior Secondary Schools, Malahari, Thakurdwara and Makroli in Kangra district and Government Senior Secondary School, Salot in Mandi district.
 
It gave its consent to accord District level status to Nalwar Mela Lambathach in Thunag tehsil of Mandi district.
 
It gave approval to open new veterinary hospital at village Bara in Gram Panchayat Bara in Mandi district alongwith creation of five posts to manage the hospital.
 
The Cabinet decided to open regular veterinary dispensary in village Kanda of Gram Panchayat Adhal in Shimla district alongwith creation of requisite posts.
 
It decided to include patwar circles Baddhall Thor, Dodra in Tyambal panchayat, Dodra in Dodra panchayat, Didadasiba in Dadasiba panchayat, Dadasiba in Gurnwad panchayat, Panjal, Jakhdhar, Shamnagar, Chanaur and Jambal in Kangra district under the Potential Industrial Zone of Industrial Corridor.
 
It accorded approval to fill up five posts of Civil Judges in Himachal Pradesh High Court through direct recruitment to ensure speedy disposal of various cases.
 
The Cabinet gave its approval to fill up seven posts of Junior Office Assistant (IT) and 10 posts of Statistical Assistant in Health and Family Welfare Department on contract basis through Himachal Pradesh Staff Selection Commission, Hamirpur.
 
It decided to open Health Sub Centres at Kashimblidhar in Gram Panchayat Kuklah and at Chunani in Gram Panchayat Kashaud in Tehsil Balichowki and in Gram Pachayat Tandi in Chachiot tehsil of Mandi district alongwith creation and filling up of requisite posts.
 
It gave its nod to open Primary Health Centre at Shilhanu in Mandi district alongwith creation of two posts to man the centre.
