The cabinet decided to relax educational and other qualification for direct recruitment on class-IV posts and services against direct recruitment quota posts in favour of visually impaired persons who have crossed age of 35 years. It also gave relaxation in other qualification prescribed for direct recruits for the post of Junior Office Assistant (IT) i.e. diploma in computer science in favour of visual impaired. The selected visually impaired persons after appointment may not be insisted up on to complete the diploma as required in the light of recruitment rules and may be imparted basic computer training by the concerned departments.

Chief Minister Shri  Virbhadra Singh presided over the meeting.

It also approved Senior Citizen Health Insurance Scheme (SCHIS) with an objective to provide easy access to curative geriatric health care services by way of additional insurance cover for utilization by senior citizens aged 60 and above and enrolled under Rashtriya Swasthay Bima Yojna only. The scheme shall provide an additional coverage of Rs. 30,000 per senior citizen per year in the eligible RSBY beneficiary family. A beneficiary under SCHIS will be able to get cashless treatment in any of RSBY empanelled hospitals. At present there are 1,30,587 senior citizens enrolled under RSBY in the State.

The Cabinet in its meeting held here today approved that the Staff nurses and other para-medical staff appointed under Rogi Kalyan Samitis (RKS) through Staff Selection Hamirpur, after following the proper procedure of recruitment as per R&P Rules would be considered for regularization after 3 years service, at par with the other contractual employees of the state.

To benefit the Himachali’s and to meet the power requirements of remote areas investing in Micro-hydel projects upto 100 KW, the Cabinet decided that the HPSEBL will buy the power from the projects up-to 100 KW capacity and the royalty rates for these projects will be 2 percent for first 12 years, 12 percent from 13 to 30 years and 18 percent from 31 to 40.

As a big relief measure to the power producers, the Cabinet gave its nod to reduce the Capacity Addition Charges from Rs. 20 lakh per MW to Rs. One lakh per MW or the upfront premium quoted whichever is higher, for those projects whose installed capacity after capacity enhancement is more than 5 MW. This provision will be applicable only to those projects where revised capacity agreements for enhancement of capacity have not been signed and for all projects which will have capacity enhancement after the notification of this provision.  The above provision shall not be applicable to the projects where revised capacity agreements have already been approved and signed.  

Cabinet gave its nod for setting up of Special Purpose Vehicle (SPV) for the implementation of the Smart City Mission at Shimla. Shimla smart city will have a robust advisory mechanism in shape of city advisory forum comprising of all stakeholders for rendering support to SPV at all stages of planning and implementation.

It also approved to increase the remuneration of Special Police Officers (SPOs)  from Rs. 4000 to Rs. 6000 per month from prospective effect to fulfill the announcement of the Chief Minister as they render vital support to state police and security forces deployed in difficult and remote areas of district Chamba and Lahaul bordering Jammu and Kashmir. The services of 518 SPOs have been approved in above districts by Government of India.

Other Important Decisions

The cabinet decided to extend the period of acquiring minimum education qualification for PTAs as per R&P Rules from 2 years to 5 years i.e. till 16 August, 2021 and to provide 10 day medical and 10 days casual leave instead of 8 days to the PTA (GIA)

Cabinet approved to give regular scale of the respective post of 97 left out Para Teachers at par with their predecessors.

It was decided in the cabinet to give 10 days medical leave to Primary Assistant Teachers (PAT) and 10 days casual leave in a calendar year besides framing one time transfer of PATs against vacancy on the request of individual.

The cabinet also decided to provide an honorarium of Rs. 1500 per month to cooks cum helpers engaged under Mid Day Meal Scheme. Besides, it also enhanced Grant-in-Aid to tailoring teachers to Rs. 6300.

The Cabinet in its meeting held last month approved the procurement price of apple to Rs. 6.75 per kilogram under Market Intervention Scheme (MIS) proposes to enhance the same to Rs. 7.00 per Kg to provide remunerative prices to the farmers.

Cabinet also approved opening of Sub-Divisional Office (c) at Dheera in Kangra district and Sub-Treasury Office at Ner Chowk in Mandi district.

It was decided by the Cabinet to hire manpower on outsource basis for Lal Bahadur Shastri Government Medical College, Mandi and Pt. Jawahar Lal Nehru Government Medical College, Chamba. Besides, a decision was taken to provide one seat in medical college at Nahan and two seats in Chamba Medical college be filled up from Tibetan refugees on the basis of NEET-UG Merit, subject to the availability of the eligible candidates.

The cabinet gave its approval for Sub-Tehsil at Panjhera in district Solan and new Patwar Circle in Badhawani in Shimla rural, Mahasu and Bagahar in Kotkhai in district Shimla,  at Pangi in Kalpa in district Kinnaur and Parwada, Dharot (Chachiot), Bara-gaon (Padhar), Karla (Nihri) in Mandi and Barog (Solan), Ghadsi (sub-tehsil Krishangarh) and Shehrol (Arki) in district Solan.

It gave approval for opening of Sub-Tehsil at Lagdu in Kangra district, Sub-Tehsil at Jangla in Shimla district,  Sub-Tehsil at Saraswatinagar in Shimla district and up-gradation of Sub-Tehsil of Ramshehar to Tehsil in Solan district to fulfill the announcement of the Chief Minister.

The cabinet gave its approval for opening of Sub-Employment Exchange at Padhar, in district Mandi along-with staff as recently announced.

Cabinet approved the setting up of Himachal Pradesh Central Inspection System (HPCIS) for ease of doing business covering department of Labour and Employment, Himachal Pradesh Pollution Control Board, Industries Department etc. for more effective planning of inspections.

As per the representation of the Panchayats the Cabinet approved transfer of area of jurisdiction of  Gram Panchayat Khatnol (Shimla) under Police Station Sunni, Gram Panchayat Changer-Handola in Mehatpur under police station Una  and Gram Panchayat Santoshgarh under Sadar Police Station Sadar, in Una.

Cabinet gave its approval for opening of Fire post at Banalgi (Kuthar) in District Solan by creating 7 technical posts and Fire Post at Dada Siba and at Dehra in Kangra District by creating 7 technical posts as per prevailing pattern.

It also decided to renew MoU for telemedicine project in tribal areas of the State.

It also decided to up-grade government High School Rehan (girls) to Senior Secondary School in Kangra as per announcement of the Chief Minister.

The Cabinet decided to declare Maa Nagarkoti Fair Narag, Ram Navami Fair Nainatikkar, Gugga Navami Fair Pabiana (Dhawag) of district Sirmaur and Mata Durga Gaada Gushaini Fair in Mandi as district level fairs.

Posts created or filled

The Cabinet gave approval  to fill up 262 posts of Assistant Professors (College cadre) in various subjects on contract basis as per R&P Rules including conversion from surplus pool.

It also gave its approval to engage 500 Jal Rakshaks in Gram Panchayats to ensure at-least one staff for every functional drinking water and irrigation scheme. They will ensure distribution of water twice a day and chlorinate the storage tanks, to carry out minor repair and report leakages to the department besides cleaning and disinfecting the storage tanks.

Cabinet gave its approval for filling up of two posts of Senior Planning Draughtsman  Class-II in the Department of the Town and Country Planning in relaxation of R&P Rules.

It also approved filling up of four posts of Inspector, Legal Metrology on contract basis in the Weights and Measures Organization of the Food, Civil Supplies and Consumer Affairs Department.

It gave approval for filling up of  3 posts of peons and 2 posts of Chowkidars for newly opened Jawahar Lal Nehru Government College of Fine Arts Chaura Maidan, Shimla from surplus pool.

Cabinet gave its approval for filling up of two posts of Steno typist on contract basis in the Directorate of Empowerment of SCs, OBCs, Minorities and Specially Abled.

It gave approval for creation and filling up of one post of IT Programmer in the Department of Women and Child Development Department.

It also gave its approval for filling of 2  vacant posts of Junior Office Assistant (IT) on contract basis besides other three class-IV posts on daily wages basis in H.P. Council of Child Welfare.

It also approved filling up of one Post of Public Relations Officer on contract basis in Dr. Y.S. Parmar University of Horticulture and Forestry, Nauni, Solan.

It also approved filling up of 10 posts of Laboratory Assistants in Horticulture Department.

The cabinet agreed to create and fill the posts of music lecturers in Government Senior Secondary Schools provided that the students who opt for the subject are 25 or more than that.  

Health

Cabinet gave its approval for up-gradation of Health Sub Centre Chamiari to Primary Health Centre in district Una, along-with creation of one Post of Medical Officer, One each post of Pharmacist and Class-IV and shifting of Health Sub Centre Chamiari within the same Gram Panchayat.

It also approved up-gradation of Community Health Centre (ESI) Gagret to 50 bed Civil Hospital in district Una along with creation of posts.

Decision was taken to upgrade civil hospital Dalhousie to 50 bed alongwith creation of 18 posts. Cabinet also decided to upgrade Primary Health Centre Gopalpur to Community Health Centre along-with creation of 12 posts.

Decision was taken to open Primary Health Centre at Kuthari in Tehsil Jubbal alongwith creation of 3 posts in PHC Kuthari. The cabinet accorded approval to upgrade Veterinary Dispensary Chandi in Solan district to Veterinary Hospital as announcement of Chief Minister.

The cabinet also gave its approval to open Ayurveda Health Centre at Village Khabli in Dehra block and at village Jakhar in Rantari Panchayat in Teshil Rohru along-with four posts in each.

The Cabinet gave its nod to create Department of Hospital Administration along-with faculty staff in IGMC Shimla and Tanda Medical College Kangra.

The cabinet approved 19 posts of para-medical staff in Civil Hospital Tegubehad in Bhuntar, district Kullu.

It was decided to provide mobile food testing laboratories in the state under central sector scheme along-with creation of 6 posts.

It also decided to open Health Sub Centre at Missarwala in district Sirmaur along-with creation of two posts.

Acts/Rules

Cabinet gave its approval for formulation of The Himachal Pradesh Administrative Tribunal(Recruitment and Promotions and other conditions of services of officer and other employees of the Administrative Tribunal) Rules, 2-17

Cabinet also approved amendment in Himachal Pradesh Technical University Act, 2014. Under the amendment of Section 12 (6) of the Act the Vice Chancellor shall be appointed for a period of 3 years and eligible for reappointment for further three years but not beyond the age of 70. 

The Cabinet approved the draft for revival of Medium, Small Scale and Micro Industries in the State. A sub-Committee would be formed in this regard.
