Forest Guard late Hoshiar Singh’s Grandmother to get life-time salary

  • Around 3000 posts to be created or filled including 2000 posts of Para Medical staff
  • MIS approved for apple crop

 

The Cabinet in its meeting held here today decided to provide an amount equivalent to salary of Forest Guard Hoshiar Singh to his grandmother, Smt. Hirdi Devi, as a special case throughout her lifetime.

In view of the exceptional circumstances of his death while posted in Katanda forest beat, this decision has been taken.

The Cabinet was presided over by Chief Minister Shri Virbhadra Singh.

The Cabinet decided to implement the Market Intervention Scheme (MIS) for procurement of apple during the year 2017 on the analogy of previous years with a view to provide remunerative price to the fruit growers. It is estimated that 10 percent of the total production, i.e. 55,849 MT will be procured under MIS through procurement agencies of government i.e. HIMFED and HPMC at their own level. The procurement price is fixed at Rs. 6.75 per kg instead of last year rate of Rs. 6.50. 

Decision was taken to give Rs. 20 crore grant-in-aid to the Himachal Road Transport Corporation for employee pension fund from the Government of Himachal Pradesh for regular payment of pension liabilities to these employees.

Cabinet gave its nod to fill up the posts of environment science lecturers in Government degree colleges where student enrollment is 1000 or more, from academic session 2018-19. This was decided to create awareness amongst the students for preservation of environment.

 It also decided to start education as a new subject at under graduation level in 13 Government Degree Colleges in the State along-with creation and filling up of 13 posts of Assistant Profession in Education subject on contract basis.

Jobs/ Posts

It gave approval for filling up of the 2000 vacant posts of Para Medical Staff in the Health and Family Welfare Department on contract basis. 

The Cabinet approved in principle to hire additional number of Jal-Rakshaks and ensure at-least one staff for every functional irrigation and drinking water scheme.

Cabinet gave its approval for filling up of 250 posts of Animal Husbandry Attendants (Class-IV) on daily-wages basis i.e. 100 posts from compassionate appointees and 150 posts through direct recruitment in the Department of Animal Husbandry.

Cabinet gave its approval for filling up of 200 posts of Veterinary Pharmacist on contract basis in the Animal Husbandry Department.

It approved filling up of 18 posts of Assistant District Attorney (ADAs) (Class-I) on contract basis in Prosecution Department.

It also approved filling up of 35 vacant posts of Fireman and three posts of Driver-cum-Pump Operator on contract basis in the Department of Fire Services. 

Cabinet gave its approval for filling up of two posts of Food Safety officer on contract basis in the Department of Health Safety and Regulation.

It gave approval for filling up of four posts of Junior Scale Stenographer in the H.P. Secretariat through direct recruitment on contract basis.

Nod was given for up gradation of the post of Nuclear Medicine Technician to that of Nuclear Medicine Technologist at Indira Gandhi Medical College, Shimla.

Cabinet gave its approval for filling up of four posts of Assistant Programmer on contract basis in the Department of Information Technology.

It gave its approval for filling up of four vacant posts on contract basis in the Department of Environment, Science and Technology.

It also gave approval for conversion of tenure posts of Human Habitat Officer, MIS Officer and Environment Monitoring and Evaluation Officer into regular posts in the Department of Environment, Science and Technology.

Cabinet gave its approval for enhancement of cadre strength of Drivers from 83 to 107 by creation and filling up of 24 more news posts of drivers including 8 posts already lying vacant in the Forest Department.

It approved to create two posts of Assistant Tourism Development Officers for the office of Deputy Director Tourism in Shimla and Kullu.

Decision was taken for creation of two posts of Law officers to be filled in contract basis for Police District Baddi and district Kinnaur.  Besides, one post of ASP for police District Baddi.

Health sector

The Cabinet gave its nod to fill 17 vacant posts of Assistant professors in IGMC Shimla and Tanda Medical Colleges through direct recruitment.

It approved up-gradation of Health Sub Centre, Bara to Primary Health Centre in Mandi district along with creation of three posts.

Cabinet gave its approval for up-gradation of Community Health Centre Janjheli to 50 bed Civil Hospital in District Mandi along-with creations of posts.

It gave its approval for opening of Health Sub Centre at Deogran in Kangra District along-with creation of two posts.

It gave approval for opening of Primary Health Centre at Gram Panchayat Bankhandi, district Kangra along-with creation of 3 posts.

It also gave approval for up-gradation of Health Sub-Centre Bari and Ghallaur to Primary Health Centre in District Kangra along-with creation of three posts each.  It also decided to upgrade 50 bed Civil hospital, Arki  to 100 bed, along-with creation of 8 posts.

Decision was taken to open Health Sub Centre at Dawahan in district Mandi along with creation of 2 posts.

 It also approved up-gradation of Health Sub-Centre, Rugra under Gram Panchayat Kuftoo to the level of Primary Health Centre in District Solan. It also gave approval for up-gradation of Health Sub Centre Manju, Gram Panchayat Palog to Primary Health Centre  in district Solan along-with creation of three posts.

Decision was taken to upgrade Veterinary Dispensary Chakmoh, in district Hamirpur, to Veterinary Hospital and filling up of requisite posts.

The cabinet gave its nod to open one Veterinary Hospital and one new vet dispensary at Kaldoon in Gram Panchayat Ambal in Kangra and upgrade 10 Veterinary Dispensaries to Veterinary Hospitals and filling up of five posts in each hospital (i.e. total of 50 posts in vet hospital)

Other

Cabinet gave its approval for extension of term of Land Acquisition Unit I and II  at Pandoh, along-with staff for a period of about seven months and SLAU-II Pandoh may be given the jurisdiction of National Highway 3 Hathithan-Kasol-Manikaran-Pulga road and its Headquarter to be shifted to Kullu/Manikaran/Bhuntar

Cabinet gave approval for up-gradation of Nankhari Sub-Tehsil to Teshsil in district Shimla.

To fulfill the announcement of the Chief Minister the Cabinet decided to open Sub-Tehsil at Kaloh in Gagret in Una District.

Cabinet gave its nod for opening of Primary School at village Timba-Kando, and  Ser-Khandwadi in Sirmaur district. It also approved opening of new Primary School at Badaye in Gram Panchayat Malunda, under Education Block Chuwadi in Chamba District and also to open Primary School in village Shaini in Gram Panchayat Kandhwara in Education Block Salooni, in district Chamba.

It also gave approval for opening of Primary School at village Beedi under gram panchayat Maanu Bhaviya, under Education Elementary Block in Shimla district and Primary School at village Thalakan, under Gram Panchayat Surani, under Education Elementary Block Dehri in Kangra district.

It also approved extension of Special Land Acquisition Unit Nalagarh for further six months and authorizing SLAU Nalagarh for acquisition of land for widening/two laning of Barotiwala(Baddi)- Kasauli-Dharampur road (NH-05) .

Cabinet gave its approval for grant ex-gratia amount Rs. 15,000 in place of bonus to the Officers and Officials of H.P. State Civil Supplies Corporation who were not covered under the payment of bonus Act for the year 2015-2016.

Decision was taken to start Commerce and Science streams in as many as 8 government senior secondary schools as per the announcement of Chief Minister.

Decision was taken to establish Institute of Hotel Management and Catering Technology at Balla Kharot (Parour) in district Kangra in PPP mode under self financing mode and with no liability on the government.   

Decision was taken to create Quality Control Wing in IPH Department at Headquarter level for overall Reporting, Monitoring and Investigation office for proposed two tier quality management system at field level.

Cabinet gave its approval for filling up the post of Chairperson and Member along-with staff in the State Human Rights Commission, Himachal Pradesh.

Amendments/Acts  

Cabinet gave its approval to repair the village roads under Mukhya Mantri Rural Road Repair Scheme, for which a provision of Rs. 20 crore has been made in the Budget under MNREGA component.

The decision was taken of framing common promotion and recruitment rules, for the Post of Private Secretaries in the office Divisional Commissioners, Deputy Commissioners/Settlement Divisions and Director Land Records and Revenue Department.
