The Himachal Government has provided employment to more than 60,000 people in Government and private sector during the last three years which include 27,000 employment in government sector alone and it is committed to provide more than 25,000 employment opportunities in the next two years in the government Sector.
This was revealed by the Chief Minister Shri Virbhadra Singh after hoisting the tricolour on the occasion of State level celebrations of 69th Himachal Day function at Ghumarwin in district Bilaspur. He took salute from an impressive march-past by contingents of Police, Home guards, NCC and NSS cadets on the occasion.
The Chief Minister said since the formation of government priority has been given to providing employment to the unemployed youth both in government and private sector by enhancing their skills. He said that 3,237 appointments were made in higher education sector besides 4,527 promotions and as many as 5,000 appointments were made in the elementary education department. Around 3,355 posts have been created for newly created or upgraded educational institutions and 1,775 posts for newly sanctioned medical colleges. He further added that 2,458 posts of various categories of doctors including specialists have been filled in health sector besides appointing 7,503 Asha workers. More than 1,300 appointments have been made in the police department alone, he added.
The Chief Minister said that the State Government has launched 'Mukhya Mantri Awas Yojna', with an outlay of Rs. 25 crore under which BPL families of general categories would be provided housing subsidy of Rs. 75,000.
He said that the State Government has enhanced the social security pension from Rs. 450 to Rs. 650 per month and sanctioned new pension cases of over 57,000 during last three years. An additional 24,000 eligible pending pension cases were being sanctioned from 1st April, this year. Social security pension of persons above 80 years of age and of young widows below forty five years of age with children have been enhanced to Rs. 1,200 per month. The assistance under 'Mukhya Mantri Kanya Daan Yojna' has been increased from Rs. 21,000 to Rs. 40,000 and 25 percent relaxation was being given to women in fare in HRTC buses.
To provide food security to everyone, the Government has launched ‘Rajeev Gandhi Ann Yojna’ catering to needs of 37 lakh eligible beneficiaries and all the BPL families were getting 35 kilogram of ration per month.
He said that a sum of Rs.773 crore have been spent on water supply schemes during this period. As many as 6,949 additional habitations have been covered under rural water supply scheme and 4,890 hand pumps have been installed in water scarcity areas.
Shri Virbhadra Singh said that the AIIMS which was to be opened in Bilaspur would certainly strengthen the health services in the State and the Government had also initiated the process of taking over ESIC hospital cum medical college at Ner Chowk in district Mandi.
He said that the wages of daily wagers had been enhanced from Rs.150 to Rs. 200, besides, the daily wagers, completing seven years of service and contract employees completing five years of service as on 31st March, 2016 were being regularised. He said that the part-time workers, who had completed eight years of service as on 31st March, 2016, had been made daily wagers.
Announcements by Chief Minister
Chief Minister announced to open SDM offices at Swarghat in Naina Devi and Jhanduta in Bilaspur district. He announced installation of 100 Hand-pumps each in all assembly constituencies of Bilaspur district. He announced opening health sub centre at Peharwin in GP Bakroa, Kanjyan in GP Kot and Chokhna in GP Dangar. He also announced opening of Primary Health Centres at Lehri-Sarel, Baddu (Sahni) and upgradation of Primary Health Centre Hatwar to Community Health Centre (CHC) and 108 ambulance for CHC Bharari.
He announced starting of PG classes in Government degree college Jhandutta, Ghumarwin and Jukhala in science and commerce streams and up-gradation of Taraun and Chandoh high schools to Government Senior Secondary Schools. Besides, the Middle schools at Thandora, Mundkhar and Androli would be upgraded as High Schools. Apart from this the Chief Minister announced Panol, Dayra (Hatwar) and Ballu-Kharyala primary schools to be upgraded as middle schools and announced opening of Primary School at Kashi in GP (Kothi).
The Chief Minister also announced science and commerce classes to be started in GSSS Karloti and construction of Indoor stadium at Ghumarwin, and children parks in all wards of Ghumarwin Municipal Council.
The Chief Minister also declared the Summer Festival Ghumarwin as District level and Horticulture and Agriculture Development officers office at Bharari.
He also announced opening of Veterinary dispensaries at Chuwari, Malot and Racheda and upgradation of Vet dispensary Dhadol and Kupwara to Veterinary Hospital.
The Chief Minister said that as far as district Bilaspur was concerned, 1136 habitations in the district had been provided safe drinking water. A sum of Rs 406.50 crore was being spent to provide all basic facilities to as many as 40 villages brought under the cover of ‘Mukhya Mantri Adarsh Gram Yojna’. He said that under the ‘Indira Awas Yojna’ a sum of around Rs. four crore had been provided to 631 eligible persons for construction of houses in the district.
Shri Virbhadra Singh said that under ‘Beti Hai Anmol Yojna’ as many as 4,112 girls belonging to poor families were provided financial assistance of Rs. 1.10 crore.
He said provision of Rs. 5 core had been made to construct Synthetic track at Luhnu ground there is a provision of rupees five crore. He said that 338 villages of the district were provided road connectivity and a sum of Rs 45 lakh was being spent on refurbishing Ghumarwin Bus stand, adding furthur that Rs. 1818 crore was being spent on four-laning of Kiratpur-Nerchowk express highway which would shorten the distance between Chandigarh and Bilaspur besides easing traffic congestion.
Chief Minister also released one year report card of ‘Muskan’ campaign initiated by Deputy Commissioner, Bilaspur, who gave a clarion call to save girl child by preventing female foeticide. Due to efforts of the district administration, the Sex Ratio at birth has improved remarkably from 891 in 2011-12 to 979 in 2015-16.
The Chief Minister also presented the Civil Service Award to DC Mandi Shri Sandeep Kadam who received the award on behalf of district administration Mandi for launching Swach Bharat Mission in 10 development blocks of the Mandi district through Mahila Mandals.
He Awarded with Prerna Srot Award to Dr. Nalini Bibha ‘ Nazli’, for literature, to Shri Tog Chand Thakur for environment preservation, and to Shri Jeet Ram, Superintendent HP Secretariat, in Athletics.
He also gave Himachal Gaurav Awards to Prof Som Dutt Battu in the field of Music.
He also presented State Innovation Awards 2014-15 to Dr.Pankaj Sood, Dr. PK Mehta and Dr. CS. Prabhakar of Chaudhary Sarvan Kumar Agriculture University Palampur and presented award to NGO SATHI for developing Bio-Sand filters of low cost.
He presented Innovation awards to Dr. Hemant Kumar Vinayak from NIT Hamirpur.
The award for success of ‘Muskan Campaign’ for saving the girl child was presented by the Chief Minister to Aanganwari workers of Bilaspur district namely Nirmala from Aanganwari Centre (AWC) Jejbi, Jhanduta, Meena Aangan wari centre Dahad, Sarita Devi, AWC, Chhat, Jhanduta, Seema Devi AWC Bhyanu Peer, Ghumarwin, and Tripta Devi AWC jungle-Sungal, Sadar.
He also honoured the participants of Cultural programme besides the Parade and Contingent Commanders.
A colour cultural function was also organised on the occasion.
