H.P Cabinet decisions

Chief Minister Shri Virbhadra Singh presiding over a cabinet meeting at Shimla on 17 Feb 2017.

 

The Cabinet in its meeting held here today accorded approval to regularize the services of about 3000 Part Time Water Carriers and Water Carriers-cum Peon on Daily wages working in Higher/Elementary Education department,  appointed under 1996 and 2001 policy.  This would cost around Rs. 60 crore extra on the State exchequer. Those who have rendered 14 years continuous service till 31st March, 2016 and 30th September, 2016, (as well as on the same dates in subsequent years) will be regularized as Peon (Class-IV) against the available vacancies throughout the State.

The Cabinet also decided to regularize the service of 64 Daily Wagers by creating 54 personal supernumerary posts of various categories, involving relaxation in educational qualification in 32 cases.

The meeting was chaired by Chief Minister Shri Virbhadra Singh.

The Cabinet decided for framing the Himachal Pradesh Conferment of Proprietary Rights (in certain cases, for small and marginal farmers) on Government Land Scheme, 2017.

The Vidhan Sabha had passed a resolution on 28-8-2015, which stated that though the Government is committed to take appropriate legal action of encroachments on Government land but at the same time, it is sensitive towards the welfare of small and marginal farmers, landless, homeless, poor and backward sections of the society. Keeping in view the problems of these sections of the society who are occupying Government land out of duress and helplessness the House passed a resolution for framing an appropriate policy to provide them relief.

The Cabinet decided to consider the request of Patanjali Yogpeeth Trust Haridwar (Uttrakhand) to review its decision of cancellation of the lease provided that the trust withdraws the CWP filed by them in the High Court

A major decision was taken to issue Bonafide Himachali Certificate to the women of the State, who are married to persons having their permanent home outside Himachal Pradesh. This has been done with a view to give them security for rest of their lives.

The Cabinet gave its nod to introduce draft bill (Prevention of Violence and Damage to Property Act, 2009) in coming session of Vidhan Sabha pertaining to prevention of violence against medicare service persons and damage to property in health institutions in the State and also to provide for imprisonment and fine and provisions for payment of compensation for damage or loss caused to the property in the Medical Service institutions by the offenders.

It also decided to allot land at village Averi, Tehsil Nirmand district Kullu under rehabilitation scheme for oustees/displaced persons. The Government of India, Ministry of Defence had acquired private land for defence purpose at Village Averi during the year 1998-99. The Government of India out of total land transferred 165-16 bighas of land in the name of State Government for distribution under Resettlement and Rehabilitation of villagers.

The Cabinet approved Panchayat Pashudhan Puruskar Yojna. The two best Panchayats in each Development Block having 100 percent registration of cattle tattooing and where no case of abandoning of cattle is found, would be given award of Rs. 5 lakh under the Scheme.

Nod was given to exempt Gram Panchayats, Mant, Uperli Badol, Sakoh, Jatehar, Sidhpur, Khaniyara, Gabli Dari, Uperli Dari Sidhbari and the surrounding areas of Municipal Council, Dharamshala from tax on land and buildings for two years only. These were included in the MC limits after formation of Municipal Corporation, Dharamshala.  

The Cabinet gave its approval for disbursement of Social Security Pension Payments from Money Orders to Aadhaar linked Post Office Saving Bank Account. All Social Security Pension Account will be Aadhaar seeded by 31st March, 2017.

With an objective to maintain the male-female sex ratio and provide a good ambience for over all development of girl child and further to discourage and un-warp any such activities which are against the laws framed for girls/females or becomes a hindrance to achieve/maintain the male female ratio, the Cabinet gave its approval for ‘Himachal Pradesh  Panchayat Balika Guarav Puruskar Yojna’ under which a provision of Rs. 10 lakh has been made to the Panchayats who have maintained the best sex ratio.

The Cabinet decided to acquire the land adjoining Shree Bhimakali Temple at Sarahan in Shimla district in the name of Art, Language and Culture Department with a view to preserve the sanctity of the temple and exploring ample scope for its beautification and security.

Health Sector

  • The Cabinet gave its nod for implementation of Himachal Pradesh Universal Health Protection Scheme (HPUHPS).
  • The decision was made for conversion of RKS employees of IGMC, Shimla and Dr. RPGMC Kangra at Tanda into Government contract.
  • It was decided to bring out a proposed draft plan before the Cabinet regarding establishing Medical University in the State.
  • It gave approval for creation and filling up posts in PHCs as per norms also accorded for other health institutions in the State.

 

  • It gave extension in joining time to 43 Staff Nurses who are doing BSc./MSc. Nursing 2nd year from various government/private colleges.
  • The Cabinet gave its nod to open Primary Health Centre (PHC) at Beetan in Una district, Pathiar and Serathana in district Kangra.
  • The Cabinet approved to upgrade Civil Hospital Jawalamukhi to the level of 100 bedded Civil Hospital in Kangra district.
  • Approval was accorded to up-gradation of Primary Health Centers (PHC) Kasba Kotla to Community Health Centre (CHC) in district Kangra and PHC Dhussara to CHC in Una district.
  • It approved to upgrade Health Sub Centre (HSC) Kiara and Sainj to the level of Primary Health Centre (PHC) in Shimla district along-with requisite staff.
  • Approval was accorded to creation and filling up three posts of Physiotherapists in IGMC Shimla and two in  RPGMC Tanda.

Other Important Decisions:

  • The Cabinet gave its approval for Himachal Pradesh Transport Infrastructure Development Fund with an objective to provide organized and safe traffic and public transport, to provide incentive to encourage the use of alternate fuels as, LPG and CNG for pollution free environment, encourage plantation and its maintenance along the road side and to partly fund road safety activities.
  • With a view to provide industry friendly environment for attracting new investments, the Cabinet accorded approval for extension of State incentives to existing industries with substantial expansion under Himachal Pradesh Electricity (Duty) Act, 2009.  The industries which have undertaken substantial expansion will be given benefit of reduced electricity duty at par with new industries as per budget announcement of the Chief Minister. It was decided to include Tourism Industry also.
  • The Cabinet gave its approval for constituting Planning Areas for Aut in Mandi and Sangla in Kinnaur district.
  • Decision was taken for procurement and distribution of pulses and Edible Oil under State Subsidy Scheme. The pulses include, Mash, Moongi, Chana, Malka Masur for next three months.
  • Approval was accorded for opening of new Sub-Tehsil office at Tapri in Kinnaur district.
  • To fulfill the announcement of the Chief Minister, the Cabinet gave nod to create Tehsil Welfare Office at Jawalamukhi and Dadasiba in district Kangra.
  • It decided to take over services of teaching and non-teaching staff of erstwhile privately managed Shri Vasishth Sanskrit Vidya Peeth, Tungesh Tehsil Theog district Shimla.  
  • It also approved the re-revised Eco-Tourism Policy, 2017, subject to the condition that the PPP project will only be given directly by forest department and HPTDC will have preference over the forest department.
  • It gave its nod for the construction of Patwarkhana/Kanungo Bhawan with an estimate of Rs. 12 lakh and Rs. 10 lakh in different places of the State. 
  • Decision was taken to allot 55 Self -Identified Micro Hydel Projects up to 5500 KW capacity to Bonafide Himachali Entrepreneurs.
  • It approved to open two Regional Transport Office (RTO) Kinnaur at Rampur and Baddi (Nalagarh) along-with supporting staff.
  • The Cabinet gave its approval for starting Draughtsman (Civil) Trade  under NCVT in Atal Bihari Vajpayee Government Institute of Engineering & Technology, (ITI Wing) Pragatinagar, district Shimla. 
  • It approved Mukhya Mantri Adarsh Vidyalya Yojna. 
  • The Cabinet decided to set up State Programme Management Unit under Pradhan Mantri Awas Yojna (Gramin) by revamping the Indira Awas Yojna with PMAY(G).
  • Decision was taken to waive off stamp duty as well as registration fee for execution of lease deed in favour of Punjab National Bank Circle Office, Shimla for establishment of Farmers Training Centre at Sunni in Shimla district.
  • It also decided to upgrade Nagar Panchayat Jogindernagar as Municipal Council along-with post of Secretary as Executive Officer.
  • The Cabinet decided to start science stream in Govt. College Haripurdhar in district Sirmour along-with creation of teaching and non-teaching staff as per the announcement of the Chief Minister from the next academic session.
  • It also decided to rename the Government College Shivnagar as Swami Vivekanand Gramodaya Govt. College Shivnagar in district Kangra.
  • It decided to set up Software Technology Parks of India (STPI) Unit in Shimla near IT Bhawan Mehali.
  • The Cabinet decided change of nomenclature of Directorate of Scheduled Castes, Other Backward Classes and Minority Affairs to Directorate of Scheduled Castes, Other Backward Classes, Minorities and Disability Affairs.

  • The Cabinet gave its approval for addition of three posts in the grade of Chief Secretary (Apex scale) in the IAS cadre of State.

 

  • The Cabinet approved filling up 100 vacant posts of Medical Officers (MBBS) in the Health & Family Welfare Department on contracts through walk-in-interview.
  • The Cabinet gave its approval for creation of 60 posts of PGT Yoga in different schools of the State.
  • It decided to fill up 49 posts of Junior Office Assistant (IT) in Forest Department on contract basis.
  • It approved to fill 19 posts of different categories in the Electrical Inspectorate through H.P. Subordinate Service Selection Commission on contract basis.
  • It approved for creation/filling of 12 posts of Private Secretary one each in the office of Deputy Commissioners.
  • The Cabinet accorded sanction to fill 12 posts of Traffic Inspectors Class-III through 50 percent direct recruitment/on secondment basis from HRTC and 50% amongst Departmental Officials.

  • The Cabinet gave its approval for amendment in the Himachal Pradesh Medical Education Service Rules, 1999-Amendment in the R&P Rules for the post of Associate Professor and inclusion of P.G. Qualification in respect of left out departments.
  • It approved for amendment in the Himachal Pradesh Panchayati Raj (Finance, Audit, Works, Taxation and Allowances) Rules, 2002.
  • The Cabinet approved the Himachal Pradesh Street Vendors Scheme, 2016 under (Protection of Livelihood and Regulation of Street Vending) Act, 2014.
