State to introduce comprehensive scheme for disabled: Dr. Shandil

The State is soon going to introduce a comprehensive scheme for the disabled which will include provisions for survey, research, awareness generation, education, vocational and skill training for employment, loan and subsidy for self employment, marriage grant, incentives to best performing individual persons with disabilities (PwDs) and best employer.

This was stated by Social Justice and Empowerment Minister Dr. (Col.) Dhani Ram Shandil while presiding over a two days workshop on ‘Skilling and Employment Persons with Disabilities’ in the context of CSR organised by the Department of Social Justice and Empowerment here today.

He said as an immediate measure to the proposed scheme, the department had already identified 750 children upto five years of age, who after their medical assessment were being provided aids and appliances. A provision of disability relief allowance to 44,378 disabled persons with disability has been made as a social security measure along with issuance of Disability Identity Cards to more than 79000 such persons. The State Government was also providing grant in aid of Rs. 146 lakh to NGOs working towards the upliftment of the disabled. In a special drive, the Government had filled up 1700 backlog posts and efforts were on to fill remaining backlog posts in time bound manner.

Dr. Shandil said the State Government had made provision of scholarship to all disabled students in all Government institutions and disability relief allowance was being given to persons having disabilities of 70 percent and above. For ensuring early childhood care and also life cycle based education for the disabled, the Department had established a special school for the disabled girls at Sundernagar and had been supporting the HP Council for Child Welfare in running two schools for disabled boys at Dhalli  in Shimla and Darri near Dharamshala.

The Minister said that with a view to provide skill training to disabled, the Government had established a special ITI at Sundernagar and at least 3% seats had been reserved for them in all other ITIs of the State. The State Government has announced additional budget of rupees five crores alongwith proposed creation of residential institution for the 50 mentally challenged children, new hostel for the 150 visually impaired and hearing impaired girls and boys hostel for the 50 visually impaired and hearing impaired boys in the State.

Secretary, Social Justice and Empowerment Smt. Anuradha Thakur said that the department was in the process of making an action plan for the medical assessment of all identified disabled during this year by organizing special camps.

Director, Social Justice and Empowerment Shri Sandeep Bhatnagar detailed out the activities of the department and also conducted the proceedings of the meeting.

The representatives of Public Sector Undertakings and Private Sector Enterprises and officers of various departments attended the meeting.
