Chief Minister Virbhadra Singh strictly directed to clear the 'Nautor' cases without delay. He said that since less time was left, the officers should camp in the field and clear the 'Nautor' sanctions within given timeframe and laxity in this regard would be viewed seriously.
The Chief Minister was presiding over the 46th meeting of Tribal Advisory Council here today.
He said that relaxation was provided under Forest Conservation Act for a limited period and the Deputy Commissioners should ensure that the 'Nautors' were allotted without any delay. He said that the State Government had been providing timber on subsidized rates to the people in tribal areas which also includes 80 percent transportation subsidy besides 76.26 percent grant on the actual cost of timber.
The decision was taken to open forest timber depot at Kaumik Gompa in Langcha panchayat.
Taking cognizance of non-operational Rukti power house, the Chief Minister said that a lot had been spent on machinery and equipments besides renovation of the project and directed to make it operational without any delay and reasons.
It was decided to provide bi-monthly electricity bills to people in Kinnaur. Directions were also issued to speed up tarring and mettling of roads leading to famous tourist destinations in Kinnaur district.
Assurance was given to provide extra machinery to PWD in Chenab valley under Udaipur Division.
On demand of the members on behalf of the people of Kaza, thedecision was taken to provide the budget for disaster management to Additional Deputy Commissioner Kaza directly instead of routing it through DC Lahaul-Spiti. Secondly, it was also decided to hand over the charge of Principal ITI Udaipur to SDM Udaipur as presently the charge was with Principal ITI Shamshi in Kullu district.
Decision was also taken to provide radiologist in Regional Hospital Reckong Peo and CHC Kaza.
The Chief Minister said a lot has been done for development of tribal areas, and under plan head a sum of Rs. 1770 crore and under non-plan component a sum of Rs. 2048 crore had been spent. Besides, present fiscal a sum of Rs. 658 lakh has been released for repair of roads and bridges.
On the demand of Forest Minister, decision was taken to ply mini buses on as many as nine routes in Pangi and Bharmour area. It was also informed that around 14 buses had been allotted for Keylong HRTC depot.
It was decided to release adequate funds for channelization of nallahs in Mane village in Kaza affected by frequent landslides. It was informed that geological survey had been completed and as per the recommendations, adequate measures would be taken to avoid loss to life and property.
It was informed in the meeting that the DFO will select site for preparation of master plan for boosting eco tourism in Lahaul valley particularly in Mayad and Tingrit area. Directions were issued to immediately start construction of marketing yards at the place selected in Lahaul.
Discussions were held on refurbishing the Kaza-Gramphoo road besides undertaking work on Yangla bridge in Lahaul. It was revealed that forest clearance from wildlife authority had been received for Mudh-Bhawa road and the case for FCA would be expedited.
