H.P.Cabinet Decision

       There is a ray of hope for the outsource employees as the Cabinet chaired by Chief Minister Shri Virbhadra Singh  today  decided  to frame  policy  guidelines for safeguarding the working conditions of the outsource employees engaged on outsourcing basis.

The decision for framing a policy for outsource employees was announced on the floor of the house by Chief Minister in the Budget session 2017-18.

Decision was taken to fill 75 posts of Panchayat Sahayaks in panchayati raj department besides regularizing 533 panchayat secretaries serving on contract basis  and has completed three years of regular service on 31 March, 2017. It was also decided to re-designate 179 Panchayat Sahayaks who have completed three years of service as on 31 March, 2017  to panchayat secretaries on contract basis.

Decision was taken to enhance the financial assistance of the daughters of war widows from Rs. 15000 to Rs. 50000 and enhancement of ex-gratia grant to the dependents of soldiers of armed and para military personnel killed in action or operation. The ex-gratia for battle casualty in defence and para military forces will be Rs. 20 lakh, for physical casualty Rs. Five lakh and Rs. 2.50 lakh to the soldiers with 50 percent disability or above during operations.

The Cabinet gave its nod for opening five new ETO Circles Ambota at Parwanoo, Barotiwala, Sataun at Paonta Sahib, Gagret and Bhoranj  to fulfil the budget announcements of Chief Minister along-with creation of posts.

The Cabinet accorded approval to enhance the fixed medical allowance from Rs. 350 to Rs. 400 per month to employees and pensioners of the State Government with effect from 1st June, 2017, as per their option. As per estimation there are 51,000 employees and 29000 pensioners. This would cost Rs. 4.80 crore to the State exchequer per annum.

 

Posts filled/created

The cabinet accorded approval for filling up 348 vacant posts of TGT (Medical) of 15 percent promotional quota prescribed for JBTs through direct recruitment on contract basis through Staff Selection Commission.

The cabinet approved to create and fill 125 posts of teaching, technical and ministerial staff in Hydro Engineering College at Bandla in district Bilaspur besides allowing the society to outsource the services pertaining to other necessary posts.

It was decided to fill 57 posts of Junior Engineers (Civil) and three posts of Junior Engineer (Mechnical) in Irrigation and Public Health Department through direct recruitment on contract basis.

The Cabinet decided to fill 50  posts of dental mechanics in health department.

Decision was taken for filling up 28 posts of various categories in Fisheries Department by way of direct recruitment on contract basis.

Decision was taken to create 10 posts of Food Safety Officer in department of Health Safety and Regulation on contract basis. 

The cabinet decided to fill  four posts of Child Development Project Officers of direct recruitment quota on contact basis.

Decision was taken to create two deputation reserve posts of Executive Engineer (civil) in Irrigation and Public Health Department.

Cabinet gave its nod to create two posts of Assistant Professor of commerce, one post of superintendent Grade-II and one post of senior assistant in government degree college Daulatpur Chowk in Una district.

Cabinet gave its approval to create 9 posts of Veterinary officers and 9 posts of Veterinary Pharmacists in Forest department and encadred with cadre of Animal Husbandry Department for posting in Wildlife wing of Forest Department.

The Cabinet also gave nod to fill up four vacant posts of Tehsil Welfare officers through direct recruitment on contract basis in social justice and empowerment department.

It gave its nod to fill two vacant posts of Extension Officer (Industries) on contract basis in Industries Department. 

Nod was given to fill one post of Computer operator and five posts of Junior Office Assistants in Town and Country Planning Department. 

Cabinet gave its approval to fill two posts of steno typists in HIPA through direct recruitment on contract basis.

Cabinet decided to fill two posts of Assistant Scientists/equivalent (Entomology) in Dr. Y.S. Parmar University of Horticulture and Forestry, Nauni, Solan. 

It was decided to upgrade one post of Reader to the post of Professor in each department i.e. Rog-nidan, Swasthivrita and Panchkarma Department in Rajiv Gandhi  Government Post Graduate Ayurvedic College and Hospital, Paprola in district Kangra.

Health

Nod was given to upgrade Civil Hospital Baijnath to 100 bed hospital and upgradation of Primary Health Centre (PHC) Bir to Community Health Centre (CHC) alongwith creation of necessary staff.

Decision was taken to upgrade Primary Health Centre (PHC) Kaffota in district Sirmaur to Community Health Centre (CHC) alongwith creation of necessary staff.

It was decided to open Health Sub Centre (HSC) at Tuman in G.P. Gwalpur in district Mandi alongwith creation of two posts.

Decision was taken by the Cabinet to upgrade HSC Shong in Kinnaur to PHC and creation of three posts.

Approval was accorded to open HSC at Jasvi in G.P. Arjoli and PHC at Timbi in district Sirmaur alongwith creation of necessary staff.

Decision was taken to upgrade HSC at Rinna in GP Nagani to PHC in Nurpur of district Kangra as per announcement of Chief Minister during his tour to Nurpur with creation of three posts.

Cabinet gave approval to open PHC at Pahal in Sub Tehsil Dhami of Shimla district alongwith creation of three posts.

The Cabinet gave its nod to open HSC in village Ladhagi, G.P. Buchhair in district Kullu alongwith creation of necessary staff.

Decision was taken to upgrade PHC Ghanvi to CHC in district Shimla alongwith creation of posts as announced by Chief Minister.

It was decided to upgrade HSC Chowai to PHC and CHC Dalash to 30 bed CHC in district Kullu alongwith creation of posts of various categories.

The Cabinet also decided to upgrade PHC Saraswatinagar to CHC and open HSC at Jhagtan in Jubbal tehsil of Shimla district alongwith creation of necessary staff.

It also approved to upgrade HSC Chuhan (Garh) to PHC in district Chamba alongwith creation of three posts.

It was decided to upgrade one post of Radiation Safety Officer (Radiology) to Assistant Director (Radiation Safety) at IGMC, Shimla.

Other important decisions

It was decided to open Sub Tehsil office at Kunihar as per announcement of Chief Minister.

The Cabinet gave its nod to establish 10 State of Art Industrial Training Institutes (ITIs) in existing  Industrial Training Institutes (except at Dharampur in Solan district) as announced by the Chief Minister. The trades proposed to be opened in these ITIs will be of specialized nature.

Approval was given by the Cabinet to start Geology subject at Undergraduate level in Government College Dhaliara in district Kangra.

The Cabinet decided to  open new fire posts at Kotkhai in district Shimla and Shillai in district Sirmaur as per norms.

The Cabinet also decided to open women police Stations at Nahan (Sirmaur), Una and Bilaspur.

It was decided in the meeting to open new Ayurvedic Health Centres (AHCs) at Kuhal in Rampur assembly constituency of Shimla distric and at Kainthghat, Gram Panchayat, Nehar Swar in Renuka Ji Assembly constituency of Sirmaur district.

The Cabinet gave its nod to open new IPH Sub Division at Kawar in district Shimla.

The Cabinet also decided to open regular veterinary dispensary at Lathiyani in  Una district alongwith creation of necessary staff. 

Nod was also given by the Cabinet for opening Government Railway Police outpost Parwanoo at Taksal under Railway Police Station Shimla subject to meet out the requirement of staff through internalization/rationalization from the existing available manpower of H.P. Railway Police.

Cabinet gave its approval for constitution of Nerchowk Planning Area in Mandi district consisting of 14 revenue mohals of Municipal Council and the second part as Gutkar Special Area consisting of five  mohals bifurcated from existing Nerchowk Special Area.

The Cabinet also approved draft development plan for Kullu-Bhuntar Agglomeration of Kullu Valley Planning Area and revised Development Plan for Rampur Planning Area.

Miscelleaneous

Approval was given by the Cabinet to transfer area of jurisdiction of Gram Panchayat Malana in Kullu district, Mungal in Kangra district and Vahi-Sarhi in district Mandi from Police Posts Patlikuhal, Chadihar  and Nihri  to Police Post Dunkhra, Police Station Lambagoan, and Police Post Pangna respectively.

The decision was taken to open Civil and Electrical  Sub Divisions in Lal Bahadur Shastri Government Medical College Ner Chowk in district Mandi with requisite staff.
