Annual Planning meeting twice a year: CM

 Chief Minister Shri Jai Ram Thakur  presiding over MLAs Priorities meeting of  Mandi, Bilaspur and Kullu districts at Shimla on 12 Feb 2018.

   

Chief Minister Shri Jai Ram Thakur said that the annual Planning meeting would now be organized twice a year to review the progress made on the priorities given by the MLA's. He said that State Government would ensure that all developmental projects get completed in a fixed time frame besides giving timely approval to the projects which were in pipeline.

The Chief Minister was speaking while presiding over the meeting with the MLA's of Mandi, Bilaspur and Kullu districts for finalization of their priorities for the budget 2018-19 here today.

He said that government would take strict action against the contactors and officials held responsible for poor quality of roads as large number of complaints were being received from almost all parts of the state regarding irregularities in mettaling and tarring work.

Mandi District

MLA from Karsog constituency Hira Lal urged for developing the constituency from tourism point of view and providing more facilities at various religious places. He requested for providing facility of trauma centre, gynea specialist and filling up vacant posts in Karsog hospital and executing drinking water and irrigation schemes in various parts of the assembly segment and improving the condition of roads.

Rakesh Jamwal from Sundernagar assembly segment raised the issue of taking back the surplus land from BBMB project and utilising it for establishing other offices and facilities for the general public. He demanded for deputing more doctors in civil hospital Sundernagar and Primary

 Health Centres and making provision for drinking water supply scheme for Dehar and Nihari areas.

Vinod Kumar, who represents Nachan constituency urged for undertaking a special project for developing tourism activities in the constituency which would also provide employment opportunities to local youth. He urged for providing basic facilities and posting of more doctors and paramedical staff in civil hospital Gohar. He also raised demand for fire station at Sub-division Gohar and bus stands at Chail chowk and Gohar.

MLA from Drang Assembly segment Jawahar Thakur demanded for early completion of already under construction irrigation, drinking water and other schemes so that people could be benefited. He said anti-hail gun or some similar project should be introduced in his constituency to prevent loss from hails to the agriculture and horticulture produce.

Prakash Rana representing Jogindernagar Assembly segment expressed concern over the poor health and educational facilities in his constituency and urged for posting doctors on PHC Lad Badhol and filling up vacant posts of teachers. He requested for opening of IPH Division in the constituency and meet out drinking water shortage in various parts.

On his demand, the Chief Minister assured that SDM would be asked to sit once in a week at Lad Badhol Sub-Tehsil to facilitate the common citizens.

Inder Singh from Balh, urged for starting drinking water and irrigation schemes for his constituency, construction of buildings for newly opened educational institutes and strict action against those involved in illegal mining.

MLA from Sarkaghat constituency Col. Inder Singh demanded for completion of drinking water supply schemes on war-footing, channelization of Seer Khud and filling up vacant posts of pump operators and fitters. He also urged for CT scan machine in Sarkaghat hospital and filling up of vacant posts of doctors in various health and educational institutes.

Kullu District

MLA from Kullu constituency Sunder Singh Thakur urged for filling up 14 vacant posts of doctors in Kullu regional hospital keeping in view the pressure of patients from Lahual-Spiti, Pangi and surrounding areas. He also demanded to set up a medical college in the district. He said Pandoh and Largi dams should be developed for tourism activities.

Surender Shaurie from Banjar constituency demanded to provide employment to 69 affected families due to hydropower projects and one time settlement of 540 other families. He requested for construction of Banjar bye pass, upgradation of Sainj Police Post to Police Station and deputation of DSP at Banjar. He also urged for boosting religious tourism, water sports and starting production of trout fish in the Tirthan.

MLA from Ani constituency Kishori Lal urged for developing rope way or road facility upto Shrikhand Mahadev to ensure round-the-year tourism activities. He demanded veterinary dispensary for the constituency, early completion of various road projects and irrigation and drinking water projects.

 

Bilaspur District

MLA of Jhanduta constituency J.R. Katwal raised the issue of Pong dam oustees and urged for bringing policy for their settlement at the earliest who contributed immensely for the Nation. He requested for construction of bridges, resolving the drinking water and low voltage problems besides filling up vacant posts of doctors. He also demanded that Executive Engineers of PWD, IPH and Electricity should be placed in the constituency.

Rajender Garg from Ghumarwin suggested for earmarking 250 bigha land available in the constituency for developing industrial zone which would help in development of the area and providing employment to a large number of youth. He urged for setting up a garbage plant at Ghumarwin town, forest division to check illegal felling, starting sericulture project sanctioned by the union government and increasing the strength of doctors in Civil Hospital Ghumarwin.

MLA from Bilaspur Subhash Thakur requested for amending the policy for Pong dam oustees for their settlement and providing basic amenities to them. He urged for strengthening the zonal hospital Bilaspur, early execution of Kol dam water supply scheme and construction of new bus stand for Bilaspur. He said that the classes of hydro engineering college Bilaspur bring taken currently in Kangra district be shifted to Bilaspur.

Ramlal Thakur from Sri Naina Deviji constituency suggested ban the practice of outsourcing and subletting in construction of roads, drinking water and irrigation projects to ensure quality and time bound completion of projects and blacklisting the defaulter contractors. He said the government should consider to construct Gau Sadans at focal points instead of opening them in every panchayat for ensuring their proper maintenance. He said that government should also plan major drinking water supply schemes viable for long time keeping in view the decreasing water level.

Irrigation & Public Health Minister Shri Mahender Singh, Power Minister Shri Anil Sharma and Forest Minister Shri Govind Thakur gave their valuable suggestions in the meeting in the first session. 

Chief Secretary Shri Vineet Chawdhry, Additional Chief Secretary Finance Dr. Shrikant Baldi, senior officers of State Government were also present in the meeting.
